Call to order: Commissioner Arneson call to order at 7:04 p.m.
Commissioners present: Ellen McDaniel, Eric Brown, Jay Arneson, Matt Kinney, Michael Howes, Jack
Ostrovsky, Zechariye Isaac, Lt. Parker, Sgt. Barnes (visiting), Janelle Fletcher (visiting)
1. Approval of November minutes
- Commissioner Howes, correct time to 8:15 p.m.
Vote: Commissioner Brown, Commissioner Howes 2nd.
2. Perspectives Furnishing Hope Campaign – Janelle Fletcher/Paul Barnes
- Lt. Parker introduce Janelle Fletcher, Perspectives Director of Community Engagement and
Human Capital. Sgt. Barnes also present, explained to PAC members that Perspectives will
be a beneficiary of the 2019 SLP 5K fundraiser. The department needs to raise $2,500 to
furnish an apartment.
- Janelle Fletcher: Perspectives serves homeless women and children, and work with youth in
after school programs. Holistic services, provide trauma informed care for women struggling
with addiction. 88 percent of residents move into permanent housing and do not return
back. The organization would like to get all 53 apartments sponsored.
- Perspectives serves a lot of youth enrolled in the St. Louis Park schools. A lot of the residents
of this program have ended up residing in St. Louis Park.
- The Perspectives’ website is a great place to find more information and informational videos
about residents.
3. PAC annual report – Due Feb. 14
- Lt. Parker had a meeting with the city clerk of St. Louis Park. Annual report needs to be
turned in on Feb 14. Power point presentation with 2018 accomplishments and 2019 goals.
- Commissioner Howes taking the responsibility to create the Power Point presentation and
present at the annual board and commission annual meeting.
- 2019 goals: 5K, golf tournament, attending community events, crime free ordinance.

- Commission meeting to talk about 2018 goals and 2019 goals set for a date for the Tuesday,
Jan. 8 at 7 p.m. at the St. Louis Park Police Department.
4. Annual election of officers
- Chair: Commissioner Arneson nominate Commissioner Howes, 2nd by Commissioner Brown.
- Vice chair: Eric Brown nominated as vice chair.
- Secretary: Ellen McDaniel re-nominated as secretary.
5. Crime-free rental ordinance update
- Lt. Parker provide update about rental ordinance. Policy created in 2002. Stated that three
nuance violations meant immediate lease termination. This does not mean immediate
eviction. Usually landlord and tenant will work on a termination date. Originally meant to
make sure tenants are behaving and following rules. St. Louis Park saw a decrease in crime
reduction in the Meadowbrook complex after the policy was implemented. The chief at the
time wanted to implement the policy citywide. This policy should be looked at by housing.
This is language is incorporated in leases.
- Community development was putting together a task force to look at the ordinance. PAC
members may be asked to take part.
6. Body-worn camera implementation update
- Ended the trials of Axon. Axon was chosen by the department. The cameras should be
shipped soon; policy and training implemented by April 2019. Taser also has Bluetooth
capability. City council has requested a six-month and one year report from St. Louis Park
Police Department. Lt. Parker says the officers are ready to use the cameras.
7. Police department strategic planning update
- Lt. Parker updated PAC. Goals for the department are met and are starting to be looked at.
One goal is employee wellness. Other goals are to look at department staffing and a
community response to mental health. The department meeting is on the 22nd where the
chief will present the final draft of the strategic plan.
8. Spring 5K fundraiser planning discussion
- Commissioner McDaniel, Lt. Parker and Sgt. Barnes met in December with Parks and Rec to
talk about event logistics. Another meeting will be set up for the middle of January.
Perspectives Inc. will be receiving the funds on behalf of the SLP PD. Registration to open
after hard costs confirmed. Begin to seek out sponsors.
- Commissioner McDaniel make a motion for Perspectives to receive funds. 2nd by
Commissioner Brown. PAC Approves.

- 2019 SLP Trail 5K funds to go towards Perspectives and Park Flyers.
9. Staffing update – CSO process, police officer, Pathways Program
- In the process of hiring two police officers. One officer is going through Pathways in March.
First round of interviews have completed. Looking to hire two part-time CSO officers. Also in
the process of hiring a part-time dispatcher.
10. New business
- Commissioner Kinney would like to put on the agenda to talk about the data that is
collected by the department. Look into data that should be collected moving forward.
