Human Rights Commission
Minutes - April 17, 2018
Westwood Room, City Hall
I. Call to Order
Chair Wilhelm-Garbers called the meeting to order at 7:04.
A. Roll Call
Commissioners Present: Katherine Arnold, Todd Sandler, Sara Wilhelm-Garbers, Justin
Carlson and Jack Ostrovsky
Staff Present: Lt. Garland, Race Equity Coordinator Alicia Sojourner, Staff Liaison
Breanna Freedman
B. Approval of Agenda
Commissioner Arnoldmade a motion to approve the agenda. Commissioner Sandler
seconded. 5-0 approve.
C. Approval of Minutes
Commissioner Sandler made a motion to approve the March meeting minutes.
Commissioner seconded Arnold. 5-0 approve.
II. Bias/Hate Crime Reviews
Lt. Garland shared one police report of bias/hate crimes for the Human Rights
Commission to review.
Chair Wilhelm Garbers made a motion to send a letter to the victim. Commissioner
Carlson seconded. 5-0 approve.
III. Follow-Up regarding Body Worn Cameras Community Conversation
Commissioner Ostrovsky gave a summary of comments and questions from the event.
Chair Wilhelm-Garbers will gather a summary from Michelle and from Police Advisory
Commissioner Michael Howes to provide to the Commission.
Commissioner Sandler commented, in regards to PAC member Howes’ comment, to
potentially host another community conversation that would only be open to the public
without police department staff present and to gather more feedback and comments
from the community.

The Commission discussed whether this would still fit within the timeline for the body
worn cameras.
Lt. Garland stressed the importance of having feedback from the Human Rights
Commission and individual’s thoughts on the body worn camera policy.
Chair Wilhelm-Garbers will follow up with the Police Advisory Commission on ways the
HRC can partner in the future, potentially focusing on outreach efforts once the draft
policies are open to the public for comment.
IV. Earth Day Event (April 24)
Commissioner Sandler will be attending the Earth Day event as representative from the
Human Rights Commission and will be part of an event regarding food security.
The commission discussed our involvement in the event as a cohost.
Commissioner Sandler made a motion to officially cohost the community conversation at
the Earth Day event in collaboration with the Environmental and Sustainability
Commission. Chair Wilhem-Garbers seconded. 5-0 approve.
A subcommittee was formed for further discussing the HRC’s involvement with this event.
Chair Wilhelm-Garbers, Commissioner Sandler and Commissioner Arnold will participate
as subcommittee memers.
Commissioner Sandler then shared a community-based petition would require food
security to be part of the city’s comprehensive plan. This was shared with the HRC for the
commission to officially sign on as a signatory on the petition. No vote took place.
The subcommittee will communicate with the Environmental and Sustainability
commission in requesting more information about the food security petition.
V. Children First Ice Cream Social (May 13)
A subcommittee was formed comprising of Commissioners Sandler, Carlson and Ostrovksy
to attend the event and plan the table activity.
VI. Strategizing for 2018 and Planning
The Commission discussed where each commissioner was at in the process with
connecting with members from city council.

Race Equity Coordinator Alicia Sojourner shared her current work with advocating and
drafting policy, procedure and culture within the city staff and buildlings regarding
transgender and non-conforming persons rights.
The meeting adjourned at 8:33 p.m.
