Minutes - March 13, 2018
Police Department Conference Room
I. Call to Order
Chair Wilhelm-Garbers called the meeting to order at 7:06.
A. Roll Call
Commissioners Present: Katherine Arnold, Todd Sandler, Michelle Kornblit, Sara
Wilhelm-Garbers, Jack Ostrovsky, and BethAnne Stolp
Staff Present: Chief Harcey, Deputy Chief Kraayenbrink, Lt. Garland, Officer Jones , and
Staff Liaison Breanna Freedman
Police Advisory Commissioner Michael Howes
B. Approval of Agenda
Vice Chair Kornblit made a motion to add another agenda meeting item (under item
under 5). Commissioner Arnold. 6-0 approve.
C. Approval of Minutes
Vice Chair Kornblit made a motion to approve the February meeting minutes.
Commissioner Sandler seconded. 6-0 approve.
II. Bias/Hate Crime Reviews
Lt. Garland shared three police reports of bias/hate crimes for the Human Rights
Commission to review.
III. Follow-Up regarding Body Worn Cameras
Chief Harcey provided an update for where the police department is at with the body
worn cameras policy. There is a work group being formed to develop a draft policy that
would suite the needs and fits the state statute for body worn cameras.
The Police Advisory Commission will lead a discussion with members from the HRC and
the Multicultural Advisory Committee to review the draft policy. This would be a
collaboration amongst the commissions/committee.
The discussion would take place before the end of April to provide feedback to the police
department and city council.
PAC Commissioner Howes shared an update from the PAC.

Vice Chair Kornblit shared an idea for hosting an event open to the public to discuss the
body worn camera policy. The Commission discussed having this event in April. This event
would be for the community to share their thoughts of body worn camera policy with the
HRC/PAC/MAC.
The commission discussed April 10 as the date for the event.
IV. Feedback from Conversations with City Council and Alicia Sojourner
Each commissioner is reaching out to a councilmember for input on direction for the
Human Rights Commission.
Chair Wilhelm-Garbers met with Councilmember Harris, discussed the history of the HRC,
how the HRC and better be connected to city council.
No actionable items at this time.
V. Community Partners Point Person Conversation
Chair Wilhelm-Garbers shared an opportunity for a Human Rights Commissioner to
participate on a Community Partners group. This is a group of local school, city and
resident participation to learn from each other and to potentially collaborate on
events/initiatives/ideas.
Commissioner Stolp offered to serve as the point person to attend Community Partners
meetings and report back to the HRC.
VI. Thoughts/Ideas from the Boards and Commissions Annual Meeting
The Commisison shared thoughts on this meeting.
The Commission discussed with PAC Commissioner Howes potential opportunities to
collaborate.
Chair Wilhelm-Garbers shared a draft of a document regarding food security that was
created by an Environmental and Sustainability Commissioner. This commissioner also
shared an event for a Human Rights
The HRC will continue to focus their collaborative efforts on the Body Worn Cameras.

VII. Strategizing for 2018 and Planning
Commissioners discussed upcoming events, including the Children First Ice Cream Social.
