St. Louis Park Human Rights Commission (HRC)
February 20, 2018 Meeting Minutes
1.Meeting was called to order at 7:03pm. (Moved/seconded by Commissioners Arnold/Wilhelm
Garbers.)
Commissioners Arnold, Stolp, Carlson, Wilhelm Garbers, Ostrovsky, and Sandler in attendance.
Liaison Police Lt. Garland represented the St. Louis Park Police Department.
2.Motion made to approve the Agenda by Commissioner Wilhem Garbers. Seconded by
Commissioner Sandler. (Vote: 5 in favor / 0 opposed)
3.Motion made to approve the January 2018 Minutes by Commissioner Wilhelm Garbers.
Seconded by Commissioner Sandler. (Vote: 5 in favor / 0 opposed)
4.Commissioner Stolp was introduced to other Commission members.
Liaison Police Lt. Garland offered Commissioners additional copies of City Home Rule Charter.
5.Copies of Police Dept. draft Body-worn Camera policy were distributed (also emailed) to
Commissioners by Liaison Police Lt. Garland.
The Commissioners had discussion about reviewing draft policy
Commissioner Wilhelm Garbers proposed forming a task force to synthesize comments.
Task force will consist of Commissioners Stolp, Ostrovsky, Kornblit, and Wilhelm Garbers
Commissioner Wilhelm Garbers will email Commissioner Kornblit
Group will combine feedback by 3-9-18 for report back to full Commission
6.The Commissioners discussed task force’s meeting on HRC initiatives with Councilperson Rog
Commissioners Sandler and Carlson met with Councilperson Rog on 1-28-18
Discussed past and emerging views of role/purpose of Commission
Commissioners expressed hope that future hosted events should have an information-
gathering/productive purpose (Gather public opinion and/or collect data)
The task force discussed the Race-Equity Community Partners group with Councilperson Rog during
their meeting
The Commission learned that this group was made up of the Mayor, the SLP School Superintendent, City
Mgr. Harmening, and citizens. This group started out informal and became more formal. This group
convenes together regularly to update one another on their respective constituencies.
The task force received a welcome challenge from Councilperson Rog for the Commission to focus on
goals
Commission members discussed this input from Councilperson Rog
Commissioner Wilhelm Garbers supports information-gathering focus of events
Commissioner Arnold supports continued connection with Councilperson Rog and regular check-ins
Commissioner Wilhelm Garbers proposes individual members reach out to key leaders and connect
them with events, agenda items—make communication one-to-one
The Commission worked to develop a list of key leaders, topics, and commissioners to solicit one-on-one
conversations

7.The Commission discussed the upcoming presentation of the Human Rights Award for 2017 to
Ms. Fatuma Irshat (Mon. 3-5-18)
Commissioner Wilhelm Garbers will send a note on behalf of HRC to Fatuma regarding the award via
electronic messaging
Commissioner Wilhelm Garbers will do an intro at the ceremony. Plan for the award itself was discussed
Commission will ensure that photos are taken
Publication in Sun Sailor was also discussed
Plan to share with Allies
Liaison Police Lt. Garland will get actual time for award presentation and report back to the Commission
8.The Commission had discussion on the upcoming Boards and Commissions Report to the City
Council 2-26-18
Commission discussed brief presentation plan and agenda for event
Seven members plan to attend
9.The Commission had discussion on a recent Bloomington HRC event
Commissioner Ostrovsky attended and provided the Commission with a briefing on the subject matter
(Author discussed book on an enslaved person kept by George Washington)
Other business
Commissioner Stolp inquired about upcoming events
10.The Commission had brief discussion about the Summer Ice cream social, “Our Town Sings,” and
noted that no non-recurring “Community Conversations” are currently scheduled
Next meeting Tue., 3-13-18, 7pm.
Liaison Police Lt. Garland will notify City Staff about the date change.
