EMERGENCY MEETING
MAY 30, 2020
All meetings of the St. Louis Park City Council will be conducted by telephone or other electronic
means starting March 30, 2020, and until further notice. This is in accordance with a local
emergency declaration issued by the city council, in response to the coronavirus (COVID -19)
pandemic. Additionally, in accordance with Gov. Walz's #StaySafeMN executive order 20-056,
city facilities will remain closed to the public until further notice.
Some or all members of the St. Louis Park City Council will participate in the May 30, 2020 city
council meeting by electronic device or telephone rather than by being personally present at
the city council's regular meeting place at 5005 Minnetonka Blvd.
Members of the public can monitor meeting by video and audio at

or by calling +1-312-535-8110 meeting number (access code): 133 610 8469 for audio only. Cisco
Webex will be used to conduct videoconference meetings of the city council, with council
members and staff participating from multiple locations.

Park
Recommended action: Motion to approve proclamation declaring a citywide curfew for
all persons within the City of St. Louis Park, from 10:00 p.m. on Friday, May 29, 2020,
until 6:00 a.m. on Saturday, May 30, 2020; and from 8:00 p.m. on Saturday, May 30,
2020, until 6:00 a.m. on Sunday, May 31, 2020; and from 8:00 p.m. on Sunday, May 31,
2020, until 6:00 a.m. on Monday, June 1, 2020

St. Louis Park Economic Development Authority and regular city council meetings are carried live on civic TV cable channel 17
and replays are frequent; check www.parktv.org for the schedule. The meetings are also streamed live on the internet at
www.parktv.org, and saved for video on demand replays. During the COVID -19 pandemic, agendas will be posted on Fridays on
the entrance doors to city hall and on the text display on civic TV cable channel 17. The agenda and full packet are available after
noon on Friday on the city’s website.

MAYOR’S PROCLAMATION DECLARING A CURFEW
WHEREAS, the Mayor of the City of St. Louis Park finds that the following factual situation exists:
1.The cities of Minneapolis and St. Paul have experienced widespread civil unrest since at least
May 26, 2020.
2.Said civil unrest has included violent and destructive acts that have placed public safety at risk
and resulted in significant property damage.
3.The City of St. Louis Park borders the city of Minneapolis.
4.Reports and observations of local law enforcement personnel establish that as of May 27, 2020,
incidents of civil unrest have been observed with the city of St. Louis Park
5.The law enforcement personnel and emergency first responders for the city of St. Louis Park
expect that there is the potential for violent and destructive acts to occur in St. Louis Park
without invocation of certain measures to mitigate these actions.
WHEREAS, the Mayor finds that the factual situation is sudden, unforeseen, and could not have been
reasonably anticipated as it currently exists;
WHEREAS, the Mayor finds that the factual situation threatens the health, safety and welfare of
residents and property within the city of St. Louis Park;
WHEREAS, the Mayor finds that the conditions within the city of St. Louis Park have the potential to
worsen quickly and without notice due to the factual situation;
WHEREAS, the Mayor finds that traditional government processes are unable to appropriately protect
the safety and property of the general public;
THEREFORE, the Mayor of the City of St. Louis Park hereby proclaims the establishment of a citywide
curfew for all persons within the City of St. Louis Park from 10 p.m. Friday, May 29, to 6 a.m. on
Saturday, May 30, and from 8 p.m. Saturday, May 30, to 6 a.m. Sunday, May 31, and from 8 p.m. on
Sunday, May 31, to 6 a.m. Monday June 1, 2020.
This curfew does not extend to people traveling to or from work, emergency services, law enforcement,
news media, people seeking emergency medical care or fleeing danger or the homeless.
