Call to order President Harris called the meeting to order at 7:11 p.m. Commissioners present: President Harris, Tim Brausen, Larry Kraft, Anne Mavity, Nadia Mohamed, Margaret Rog, and Jake Spano. Commissioners absent: None. Staff present: Executive Director (Mr. Harmening), City Attorney (Mr. Mattick), Deputy City Manager/Human Resources Director (Ms. Deno), Communications Manager (Ms. Smith), Senior Management Analyst (Ms. Solano). 2. Roll call 3. Approval of minutes 3a. EDA meeting minutes of March 2, 2020 It was moved by Commissioner Mavity, seconded by Commissioner Brausen, to approve the EDA meeting minutes of March 2, 2020, as presented. The motion passed 7-0. 4. Approval of agenda and items on EDA consent calendar - none 5. Reports 5a. Structurally substandard building designation – 31st Street West (Parkway Residences) EDA Resolution No. 20-01 Mr. Harmening presented the report. He noted the developer has asked for a tax increment district here and would like to tear down the buildings soon. Commissioner Rog stated this is a neighborhood where residents cannot live there any longer if buildings are demolished. All residents have been successfully relocated in other Sela-owned properties in St. Louis Park, and this is helpful to these folks, she commented. Commissioner Rog added she wished there was more deconstruction with these properties, but staff noted there was not much to be salvaged within the p roperties and DocuSign Envelope ID: D62E004C-4F1B-48C8-A5E4-078EBBFCBE40 Economic Development Authority -2- March 16, 2020 the backlog at deconstruction companies is very long. She stated she supports this and the next steps. Commissioner Mavity recognized Commissioner Rog for her work on this and staff’s help as well. She appreciates the developer taking this risk, and while there is no guarantee of TIF, it moves this in the right direction. It was moved by Commissioner Spano, seconded by Commissioner Mavity, to adopt EDA Resolution No. 20-01 designating certain buildings along 31st Street structurally substandard to a degree requiring removal. 6.
