[nqineering ) Synopsis: This report addresses the issue of a City owned decorative street lighting system at the County Road 25 triangle area and recommends the Economic Development Authority (EDA) wait until completion of the landscaping and lighting work currently under contract before initiating a street lighting project in the area. Background: At its January 4, 1993 meeting the EDA reviewed a staff report regarding street lighting intensities, and their impacts on center median tivoli lighting in the County Road 25/Minnetonka Boulevard area. Staff examined several locations with similar street lighting and tivoli lighting, and is prepared to examine these systems more closely should the EDA so direct. Discussion: The County Road 25 triangle area has adequate street lighting at most intersections and an adequate street lighting system which continues west along Minnetonka Boulevard. Staff has identified all existing and proposed street lighting and indicated the lighting patterns on the attached plan. In addition, staff has identified two locations where additional street lighting may be needed. One additional street light may be added at both the Glenhurst Avenue and Inglewood Avenue connections between eastbound and westbound County Road 25. Although additional street lighting could be installed by Northern States Power Company, staff recommends that no additional street lighting be installed until completion of the current construction work. This will allow for analysis of the existing conditions and a more accurate prediction of the impact a new decorative street lighting system will have on the area. The landscaping and tivoli lighting contract has a June 1, 1993 completion date. Baring unforeseen delays the contract work is anticipated to be completed on time. Recommendation: It is recommended that consideration of installing additional street lighting in the County Road 25 triangle area be deferred until the construction of the tivoli lighting and landscaping work are completed. sjk PUBL1C WORKS,, ,7 COMM. Background: Bids were received on April 13, 1993 for demolition of the old Wilkins Pontiac Building at 5100 Excelsior Boulevard. An advertisement for bids was published in the St. Louis Park Sun-Sailor on March 17 and 24, 1993 and in the Construction Bulletin on March 19, 26 and April 2, 1993. A review of the bids indicates Herbst & Sons Construction Co., Inc. (Herbst) submitted the lowest responsible bid. Staff contacted the Minneapolis Community Development Agency (MCDA) and received a very satisfactory reference for Herbst. Herbst has provided demolition services for the MCDA for 21 years and the MCDA considers Herbst to be one of the better demolition contractors. Assuming a starting date of approximately April 26, 1993, the Economic Development Authority can expect completion of this work by June 25, 1993. Financial Considerations: The 1993 Economic Development Authority budget contains $95,000 for the demolition of the old Wilkins Pontiac building. Recommendation: It is recommended the Economic Development Authority authorize execution of a contract in the amount of $34,500 with Herbst & Sons Construction Co., Inc. for demolition of the old Wilkins Pontiac building.
