Bids were received on February 10, 1993 for abatement of asbestos containing
materials from the Wilkins Pontiac building on Excelsior Boulevard. Advertisement
for bids were published in the St. Louis Park Sun-Sailor on January 20, 1993 and in
the Construction Bulletin on January 22, and 29, 1993. A summary of the bid results
is as follows:

Analysis of the Bids: The bid documents required bidders to meet prequalification
criteria which assure their status as asbestos abatement contractors under federal
and state guidelines. A total of nine contractors were prequalified under the
bidding process, and all nine contractors submitted bids. The bid summary indicates
only eight bids were acknowledged because the ninth bid was received one hour twenty
minutes after the bid opening. The ninth bid has been returned to the bidder
unopened.
A review of the bids indicates Hazardous Materials Abatement Corporation submitted
the lowest responsible bid. Discussions with a firm representative confirm the
company is prepared to enter· into contract and perform the work at the bid price
submitted.
Financial Considerations: The 1993 Economic Development Authority budget contains
necessary funding to finance the asbestos abatement project.
Recommendation: It is recommended the Economic Development Authority authorize
execution of a contract in the amount of $16,185.00 with Hazardous Materials
Abatement Corporation for abatement of asbestos. containing materials from the Wilkins
Pontiac building.

SUBJECT: Park Nicollet Medical Center Environmental Reports
DATE: February 16, 1993
On February 1, 1993, the EDA received a memo (attached) stating that staff and
the EDA attorney had received a number of environmental reports submitted by the
Park Nicollet Medical Center. These reports are the result of a Consent Order
entered into by Park Nicollet. Since that date, staff has been in the process of
reviewing those documents prior to their submittal to the Minnesota Pollution
Control Agency (MPCA).
As of today, it appears that these reports will be submitted by Park Nicollet to the
MPCA this week. In order that the EDA understand the nature and impacts of these
reports, it may be necessary to schedule a meeting in the near future.
Staff will provide further information to the EDA soon.

Park Nicollet Medical Center Environmental Reports
Synopsis: This report advises the Economic Development Authority (EDA) that
staff and the EDA Attorney have taken receipt of a number of environmental
reports submitted by the Park Nicollet Medical Center (Park Nicollet) and is
in the process of document review before their release to the Minnesota
Pollution Control Agency (MPCA).
Background: In December, 1991 the MPCA and MedCenter, Inc. (MedCenter)
entered into a Consent Order regarding the Old Beltline Dump near Excelsior
Boulevard and Trunk Highway 100. The Consent Order required that certain
investigations and remedial actions be conducted at the site. Consent Order
activities included:

Investigation of methane concentrations in soils on and adjacent to the
Old Beltline Dump.
Investigation of the St. Peter Aquifer in the vicinity of the Old
Beltline Dump.
3. Investigation of subsurface soils in the vicinity of the Park Nicollet
building which have exhibited a low pH condition (soils are within the
Old Beltline Dump site).
4. Development of a groundwater pumpout system to control the movement of
groundwater exiting the Old Beltline Dump site.
Discussion: Discussions between Park Nicollet and Medcenter indicate that Park
Nicollet may (or has) assume(d) responsibility for the Consent Order
responsibilities. Over the past 12 months EDA staff and the EDA Attorney have
been discussing the progress the Park Nicollet/MedCenter environmental
consultant has made in each area, and on January 22, 1993 the consultant
submitted reports addressing each of the issues. Staff and the EDA Attorney
are in the process of reviewing the submittals and the EDA will receive a
report concerning the information upon completion of the review process.

Vice-president Allen Friedman called the meeting to order at 7:15
p.m.
2. Roll call
Present were Commissioners Jeff Jacobs, Larry Mitchell, Gail Dorfman
and Allen Friedman
Also present were the Interim Executive Director, City Attorney,
Dir. of Community Development and Dir. of Public Works.

Commissioner Jacobs asked if the material was going to be removed
or encapsulated and left on the premises.
Mr. Grube said it would be encapsulated during the removal process.
Removal from the site is the only option available to the Authority.
Commissioner Dorfman ref erred to the bid results, noting the numbers
were very divergent - from a low of $16,000 to a high of $56,000.
She asked why this was.
Mr. Grube said all the bidders were invited to attend a pre-bid
conference at the site so they could examine the facility. The low
bidder, Hazardous Material Abatement Corp., needed the work and
was will i ng to use a sharp pencil to get the work. They met all
qualifications, attended the pre-bid conference and had a second
opportunity after the bid process to make sure they had not missed
something.
It was moved by Commissioner Jacobs, seconded by Commissioner Dorfman,
to authorize execution of a contract with Hazardous Materials Abatement
Corp. in the amount of $16,185 for abatement of asbestos at the
Wilkins site.
