LOUIS PARK, MINNESOTA August 18, 1997 1. Call to Order President Jacobs called the meeting to order at 7:15 p.m. 2. Roll call The following Comm issioners were present at roll call: Beverly Flanagan, Sue Sanger, Robert Young, Jim Brimeyer and Jeff Jacobs. Ron Latz arrived shortly thereafter. Also present were the Executive Director (Mr. Meyer); Deputy City Manager (Ms. Kutzler); City Attorney (Mr. Scott); Director of Community Development (Mr. Harm ening); Economic Development Coordinator (Mr . Anderson); City Clerk (Ms. Larsen). 3. Approval of minutes of August 4 1997 meeting ' ) J There being no additions/corrections, the minutes were approved as presented. 4. App roval of agenda for August 18, 1997 It was moved by Comm issioner Young, seconded by Commissioner Brimeyer, to approve the agenda. The motion passed unanimously. 5. Reports- None 6. New Business- None 7. Unfinished business I O 7a. Tax Increment Financing Policy Proposed tax increment financing policy in the City of St. Louis Park Mr. Meyer pointed out an amendment to Section 8(3) which was on the table. Commissioner Sanger referenced IV which states "projects which qualify." She suggested modifying that phrase to "projects which may qualify," so that no one applying who meets the criteria believes they will automatically be awarded funding. It was moved by Commissioner Brimeyer, seconded by Commissioner Sanger, to approve the Tax Increment Financing Policy with the amendment to Section 8(3) and incorporating the suggestion of language change by Commissioner Sanger. The motion passed 6-0. 8. Communications and bills a. Vendor claims It was moved by Comm issioner Flanagan, seconded by Commissioner Young, to approve the claims and authorize payment. The motion passed 6-0. 9. Adjournment The meeting adjourned at 7:24 p.m. on a motion by Commission Sanger, seconded by Commissioner Brimeyer which passed 6-0. (
