November 3, 1997
1. Call to Order
President Jacobs called the meeting to order at 7:20 p.m.
2. Roll Call
The following Commissioners were present at roll call: Jeff Jacobs, Beverly Flanagan, Sue Sanger,
Ron Latz, Robert Young, Jim Brimeyer, Gail Dorfman.
Also present were the Executive Director (Mr . Meyer); City Attorney (Mr . Scott); Deputy City
Manager (Ms. Kutzler); Economic Development Coordinator (Mr . Anderson); Planning
Coordinator (Ms. Jeremiah); Finance Director (Ms. McBride) and City Clerk
(Ms. Larsen)
3. Approval of minutes of Oct 20, 1997 meeting

) There being no corrections/additions to the minutes, they were approved as presented.
4. Approval of agenda for November 3, 1997
It was moved by Commissioner Sanger, seconded by Commissioner Dorfman, to approve the
agenda. The motion passed 7-0.

7. New business
a. EDA authorization for undertaking and funding Highway 7/Louisiana Ave study
Ms. Jeremiah said staff is seeking Authority approval for a Scope of Work for the Highway
7/Louisiana Ave. study and to authorize the EDA President and Executive Director to execute a
contract with Greg Ingraham of Ingraham & Voss for completion of the approved Scope of
Work.
Commissioner Sanger expressed her concern that the whole intersection appears to be
commercially oriented. She asked what plan there might be to encourage more resident
J participation in potential residential development in that area.
Ms. Jeremiah said mixed-use principles would be involved as part of the study. Staff will be
seeking representation from residents who live at 3300 On the Park as well as Newport on Seven
and the single family residential neighborhood to the West of Oak Park Village. Also, it is hoped
there will be participation from other parts of the comm unity since the intersection area is a
central focal point of the City.
Commi ssioner Latz hoped that residents of the Lenox neighborhood, directly East of this location,
as well as the south Oak Hill neighborhood will be contacted and encouraged to participate.
Commi ssioner Dorfinan wanted to reiterate that Livable Comm unities principles are really the
parameters from which citizen input will be gathered, and it is critical that those participating
understand those principles from the outset.
It was moved by Commi ssioner Latz, seconded by Commi ssioner Brimeyer, to approve the Scope
of Work for the Highway 7/Louisiana Ave study and authorize the EDA President and Executive
Director to execute a contract with Greg Ingraham, Ingraham & Voss, for completion of the
approved Scope of Work.
The motion passed 6-1 (Commi ssioner Young opposed).

authorize paym ent.
The motion passed 7-0.
9. Adjournm ent
It was moved by Commi ssioner Latz, seconded by Commi ssioner Young, to adjourn the meeting
at 7:30 p.m. The motion passed 7-0.
