LOUIS PARK, MINNESOTA December 1, 1997 1. Call to Order President Pro-tern Gail Dorfman called the meeting to order at 7: 16 p.m. 2. Roll Call ' ) o The following Commissioners were present at roll call: Chris Nelson, Sue Sanger, Ron Latz, Gail Dorfman, and Jim Brimeyer. Also present were the Executive Director (Mr . Meyer); Deputy City Manager (Ms. Kutzler); Director of Community Development (Mr . Harmening); Planning Coordinator (Janet Jeremiah); and City Clerk (Ms. Larsen). 3. Approval of minutes ofNovember 17, 1997 meeting With the exception of an error in who was present, minutes were approved as presented. 4. Approval of agenda of December 1, 1997 It was moved by Commissioner Latz, seconded by Commissioner Brimeyer to approve the agenda. The motion passed 5-0. 5. Reports- None 6. Old Business - None 7. New Business a. EDA authorization for undertaking and funding the Park Commons West Study. Janet Jeremiah, Planning Coordinator gave a brief summary of the history of the Park Commons West Study. She noted a change in the outlined schedule stating that three City Council work sessions and several other group meetings will be required. Kim Way, of Ellerbe Becket was present to answer an questions regarding his role, the role of firm and the affiliations their firm has had in the past with businesses located in the Park Commons area. Ja net Jeremi ah stated that the intervi ew s w ere necessary to ensur e that pro pert y own ers an d residents w ere represented. C ommi ssioner G ail D orfm an asked if the T ask Force recomm endations com e back to the C ouncil. Jan et Jeremi ah stated that thi s had not been done in a fo rm al m ann er in the past, but C ouncil w ould be notified of any recomm endations and fo rm al action could be taken. C ommi ssioner Jim B rim eyer asked to see list of task fo rce m em bers. Ja net Jeremi ah stated that all applications have not been revi ew ed. C ommi ssioner Sue Sanger ra ised the concern of a possible confl ict of interest betw een E llerbe B ecket's Interior D esign D ivi sion and a business located wi thi n the Park Comm ons area and asked w hat fo rm al steps w ould be taken to avoid thi s possible confl ict of interest. Mr. W ay, stated that E llerbe B ecket has an ongoing interior design contra ct w ith H ealth System Mi nn esota w ith all T w in C ity fa cilities w hi ch incl udes Park N icollet in St. L ouis Park. Mr . W ay explained that it w as comm on fo r large design firm s to have severa l contra cts, how ever he assured that each division w ithi n E llerbe operated independently. C om mi ssioner G ai l D orfm an asked if E llerbe w ould not take on an y new archi tecture or m aster planni ng projects during the course of thi s stu dy. Mr . W ay answ ered that there w ould be no new archi tectur e or m aster planni ng projects undert aken, but the exi sting interior design contra cts w ould continue during course of stu dy. C ity M an ager, C harles M eyer said that he has spoken to Jo hn H erm an , V ice President fo r pro perty serv ices w ho stated that a new contra ct at thi s tim e w as unl ikely. C ommi ssioner G ail D orfm an asked Mr. W ay to explain how he w ould keep in mi nd the "big picture" w hi le developing a m aster plan. Mr . W ay expressed the im port ance of staying flexi ble w ith the m arket chan ges an d public perception. T he key w as to develop an im plem entation stra tegy that wi ll keep m oving fo rw ard an d building tow ard the fu ture. C ommi ssioner G ail D orfm an asked a question regarding the source of the fu nding fo r the study . Ja net Jeremi ah stated fu nding w ould com e fr om TIF D evelopm ent Fund. SC A N N ED ' I Commissioner Jim Brimeyer stated that he didn't see a conflict of interest and asked Mr. Way what he thought of the Park Commons project. Mr. Way stated that he felt St. Louis Park was on the cutting edge of New Urbanism and didn't know of any comparable city that has successfully implemented a livable communities process. Commissioner Brimeyer stated that he had recently attended an Annual Conference of the Association of Minnesota Counties. The keynote speaker, Neil Pierce, highlighted St. Louis Park as a successful illustration of community building, citizen involvement and a visioning process. It was moved by Commissioner Nelson, seconded by Commissioner Brimeyer to approve the Scope of Work for the Park Commons West Study and authorize the EDA President and Executive Director to execute a contract with Ellerbe Becket for completion of the approved Scope of Work. The motion passed 5-0. 8. Communications and Bills 1 ) a. Vendor Claims It was moved by Commissioner Sanger, seconded by Commissioner Brimeyer, to approve and authorize payment of the vendor claims. The motion passed 5-0. 9. Adjournment It was moved by Commissioner Sanger, seconded by Commissioner Latz, to adjourn the meeting at 7:40 p.m. The motion passed 5-0.
