1. Call to Order
President Y oung called the meeting to order at 7:20 p.m.
2. Roll Call
The fo llow ing Comm issioners w ere present at ro ll call: Chr is N elson, Susan Sanger, Ron Latz, Sue
Santa, Jim Brim eyer and President Robert Y oung.
Al so present w ere the Executive D irector (Mr . M eyer); D irector of Community Development (Mr .
H arm eni ng); and Secretary (M s. Larsen).
3. Approval of minutes of June 21, 1999 meeting
The minutes w ere appro ved as presented.
4. Approval of agenda
4a. Approval of agenda of July 6, 1999 meeting
It w as m oved by Commissioner N elson, seconded by Commissioner Brim eyer, to appro ve the agenda.
The motion passed 6-0.
5. Reports
Sa. Vendor Claim Report
It w as moved by Commi ssioner N elson, seconded by Comm issioner Sanger, to accept the report fo r
filing. The motion passed 6-0.

7a. EDA Authorization for the Demolition of Certain Structures, Removal of Streets
and Utilities and Grading Work Relating to the Park Commons Redevelopment
Project and the Transfer of Tax Increment Funds to Defray the Cost of this Work
Resolution #99-6
Com m issioner N elson asked w hen demolition w as anticipated to take place.
Mr . H arm ening, D irector of Com munity D evelopm ent stated that he expected that the plans and bids
w ould be requested in late July or early August, w ith a bid approval in late Augu st or early September,
and w ork to start pro bably in mi d to late September w ith the goal to have all the work done or at least
the majority of the w ork done, perhaps w ith som e need for restora tion, to be done in the Spring, but
all or the majority of the w ork done in the fall.
Commi ssioner N elson asked if new construction w ould be seen in the year 2000.
Mr. H arm ening stated that the earliest that construction w ould start in term s of private redevelopment
in the Park Comm ons project w ould be in the year 2000, so this w ould be well in advance of
constru ction actually beginning.

C om mi ssioner B rim eyer asked how the cost estim ate of $500,000 w as determ ined.
Mr. H arm ening stated that the num ber cam e out of a m eeting that he held w ith Public W orks and the
Inspections D epart m ent. Jo hn Al tepeter of Public W orks has had experience in doing dem olition
part icularly on single fa m ily hom e and comm ercial dem olition. H e stated that fa ctoring in that w e are
actu ally going to be tearing out streets and utilities in the single fa m ily area and doing som e regra ding,
it w as his fe eling that aro und $500,000 w ould be the cost of doing thi s w ork.
C om mi ssioner B rim eyer recom m ended w aiting on the tree rem oval and seeing if it w orks into the
developm ent.
Mr. H arm ening stated that there w ere trees on the easterl y side of the site and the dirt there w as very
goo d gra nular m aterial. H e indicated that the idea w as to m ove som e of that dirt dow n and use it to
fi ll in holes that w ould be created fr om the dem olition w ork on the single fa mi ly hom es and gra de that
area out.
C ommi ssioner S anger concurr ed w ith C om mi ssioner B rim eyer regarding the rem oval of trees. She
questioned w hat effort s had been m ade to relocate the trees in som e other part s of the C ity that
needed them .
M r. H arm eni ng stated that there w ere som e trees in the Park that w ere being relocated in other part s
of the C ity parks, but indicated that the trees that C om m issioner B rim eyer w ere refe rr ing to w ere large
m ature trees and there w as not any opport unity to save them.
It w as m oved by C om m issioner N elson, seconded by C ommi ssioner B rim eyer, to adopt a resolution
authorizing the C ity of St. L ouis Park to prepare plans and specifi cations and advert ise fo r bids
asso ciated w ith the dem olition and/or relocation of cert ain stru ctures in the Park C om m ons area,
related utility and street rem ovals/gra ding activities and to allow fo r the tra nsfe r of Tax Increm ent
F unds to defr ay the cost of said project. The m otion passed 6-0.

It w as m oved by C om m issioner N elson, seconded by C om m issioner Sanger, to adjourn the m eeting at
7:2 8 p.m . T he m otion passed 6-0.
