1. Call to Order
President Y oung called the meeting to order at 7: 25 p. m.
2. Roll Call
T he fo llow ing C om m issioners w ere present at ro ll call: Jim Brim eyer, Jeff Ja cobs, Chris N elson,
Ron L atz, Sue Santa, and President Robert Young.
A lso present w ere the Executive D irector (Mr . M eyer); Econom ic D evelopment Coordinator
(M r. K leve); and Recording Secretary (M s. Ol son).
3. Approval of Minutes
a. Approval of Economic Development Authority minutes of October 18, 1999
meeting

4. Approval of Agenda

It w as moved by C om m issioner N elson, seconded by Com m issioner Santa, to appro ve the
agenda. The m otion passed 6-0.
5. Reports
5a. Vendor Claim Report
It w as moved by C om m issioner N elson, seconded by Com m issioner Latz, to accept the report for
fil ing. The motion passed 6-0.

7. New Business
7a. CSM/Rottlund Project at Zarthan and 16th Street. EDA Resolution No. 99-17
Mr . K leve, C om m unity D evelopm ent D irector presented a staff report.
It w as moved by C om m issioner Latz, seconded by Com m issioner Ja cobs, to adopt a resolution
requesting the C ity Council to call fo r a public hearing on the establishm ent of the Zarthan
Ave./16th Street Increm ent Financing D istrict (A Redevelopm ent D istrict). The motion passed
6-0.

7b. Business Subsidy Policy - Public Hearing
President Young opened the public hearing.
Mr. Kleve, Community Development Director presented a staff report;
President Young closed the public hearing with the right of the EDA to reopen it at a future date.
Commissioner Nelson noted that he was opposed to this policy because for the City's primary
redevelopment tool, the use of tax increment financing, this was irrelevant and it didn't assist us
in the City's business. His opposition was symbolic because the Council had to pass this policy
according to State law.
It was moved by Commissioner Jacobs, seconded by Commissioner Brimeyer, to adopt a
Business Subsidy Policy for the St. Louis Park Economic Development Authority. The motion
passed 6-0.

9. Adjournment
It was moved by Commissioner Nelson, seconded by Commissioner Brimeyer, to adjourn the
meeting at 7:34 p.m. The motion passed 6-0.
