LOUIS PARK, MINNESOTA April 7, 2003 1. Call to Order President Brimeyer called the meeting to order at 7:30 p.m. 2. Roll Call. The following Commissioners were present at roll call: Jeff Jacobs, Chris Nelson, Paul Omodt, Susan Sanger, Sue Santa, Sally Velick, and President Jim Brimeyer. Also present were the City Manager (Mr. Meyer); Director of Community Development (Mr. Harmening); Economic Development Coordinator (Mr. Hunt); and Recording Secretary (Ms. Samson). 3. Approval of Minutes 3a. Economic Development Authority Minutes of March 17, 2003 The minutes were approved as presented. 4. Approval of Agenda The agenda was approved as presented. 5. Reports Sa. Vendor Claims It was moved by Commissioner Santa, seconded by Commissioner Sanger, to approve vendor claims. The motion passed 7-0. 6. Old Business: None 7. New Business 7a. Amended Business Subsidy Policy Economic Development Coordinator Greg Hunt said the EDA is required by state statute to hold a public hearing and adopt a business subsidy policy. Mr. Hunt said the EDA is also required to adopt an amended business subsidy policy, which contains numerous required provisions, and that policy is being presented to Council tonight. President Brimeyer opened the public hearing. With no one wishing to speak, President Brimeyer closed the public hearing. EDA M inutes -2- April 7, 2003 Commissioner Sanger asked, in the section on job creation, could the business subsidy policy be interpreted to perm it tempora ry job creation? She is not interested in subsidizing tempora ry jobs. Mr. Hunt responded that the intent of the word stable is that jobs were meant to be provided over a period of time, and stable is used in the Strategic Plan. It was moved by Commissioner Jacobs, seconded by Commissioner Omodt, to adopt the amended Business Subsidy Policy for the St. Louis Park Economic Development Authority. The motion passed 7-0. 8. Communications President Brimeyer said several people are on a waiting list to purchase condominiums at Excelsior and Grand, and he encourages expedient completion. 9.
