LOUIS PARK, MINNESOTA September 2, 2003 1. Call to Order President Brimeyer called the meeting to order at 7:25 p.m. 2. Roll Call. The following Comm issioners Were present at roll call: John Basill, Jeff Jacobs, Paul Omodt, Susan Sanger, Sue Santa, Sally V elick, and President Jim Brimeyer. Also present were the City Manager (Mr. Meyer); City Attorney (Mr. Scott); Director of C om m un ity D evelopment (Mr. Harmening); Economic Development Coordinator (Mr. Hunt); Finance Director (Ms. McGann); and Recording Secretary (Ms. Samson). 3. Approval of Minutes 3a. Economic Development Authority Minutes of August 18, 2003 The m inutes w ere appro ved as presented. 4. Approval of Agenda The agenda was approved as presented. 5. Reports Sa. Motion to accept and file vendor claim report It was moved by Commissioner Santa, seconded by Commissioner Sanger, to approve vendor claims. The motion passed 7-0. 6. Old Business: None 7. New Business 7a. Public Hearing regarding the purchase of 3501 Louisiana Ave. S. by Anderson Builders Comm unity Development Director Greg Hunt said Staff continues to work with Anderson Builders. Mr . Hunt reported that Mr. Anderson is seeking additional geo- techn ical data on the site an d, as a result, Staff is recomm ending the public hearing be opened and continued un til October 7, 2003. EDA M eeting M inutes -2- September 2, 2003 It was moved by Commissioner Santa, seconded by Commissioner Jacobs, to open the public hearing regarding the proposed sale of 3501 Louisiana Ave. S. and continue it until October 7, 2003. The motion passed 7-0. 7b. Approve EDA Resolution for HRA levy as required by MN Statutes, Section 275.065. EDA Resolution No. 03-10 Finance Director Jean McGann said the HRA levy is based on the total taxable market value of the City, and for 2004 the total HRA levy would be $543,125; for 2003 it was $496,522. Ms. McGann reported that based on state statute, the limit would be .0144% of the taxable market value within the City. The amount that is being proposed tonight is the maximum amount that can be levied. It was moved by Commissioner Sanger, seconded by Commissioner Santa, to adopt the EDA Resolution No. 03-10 establishing the HRA levy. The motion passed 7-0.
