ECONOMIC DEVELOPMENT AUTHORITY
ST. LOUIS PARK, MINNESOTA
October 18, 2004
1. Call to Order
President Santa called the meeting to order at 7: 15 pm.
2. Roll Call.
Commi ssioners present: Sue Santa, John Basill, Jeff Jacobs, Phil Finkelstein, Paul Omodt, and
Sally Velick.
Commissioners absent: Susan Sanger

Staff present: Finance Director (Ms. McGann), Human Resources Director (Ms. Gohman), Economic
Development Coordinator (Mr. Hunt) and Recording Secretary (Ms. Stegora-Peterson).
3. Approval of Minutes
3a. Economic Authority Minutes of October 4, 2004
Commissioner Omodt noted on page two in both motions, the vote should be 5-1, not 6-1.
It was motioned by Commissioner Jacobs, seconded by Commissioner Omodt to approve
the minutes as corrected.
The motion passed 6-0.
3b. Economic Authority Minutes of September 7, 2004
It was motioned by Commissioner Jacobs, seconded by Commissioner Velick to approve
the minutes as presented.
The motion passed 6-0.
4. Approval of Agenda
It was motioned by Commissioner Omodt, seconded by Commissioner Velick to approve
the agenda.
The motion passed 6-0.
5. Reports
Sa. Motion to accept and file vendor claim report
It was motioned by Commissioner Velick, seconded by Commissioner Jacobs to accept
and file the vendor claim report.
The motion passed 6-0.

7a. Request for EDA Grant Sponsorship-- Metropolitan Council Tax Base
Revitalization Account Grant; Hennepin County Environmental Response Fund
Grant --on behalf of 4100 Vernon Developers, LLC for the redevelopment of the
former Brookside School property located at 4100 Vernon Avenue South.
EDA Resolution No.'s 04-12 & 04-13
Mr. Hunt presented the staff report.
Commissioner Velick asked if this was the same grant they were able to make use of for
the Edgewood property. Mr. Hunt replied that was correct.
Commissioner Velick thought it was terrific that Hennepin County and the Metropolitan
Council were able to help out with some great things.
It was motioned by Commissioner Basill, seconded by Commissioner Omodt, to approve
EDA Resolution No. 04-12 authorizing the Executive Director and President to submit a
grant application to the Metropolitan Council Tax Base Revitalization Grant Program on
behalf of 4100 Vernon Developers, LLC.
The motion passed 6-0.
It was motioned by Commissioner Basill, seconded by Commissioner Finkelstein, to
approve EDA Resolution No. 04-13 authorizing the Executive Director and President to
submit a grant application to the Hennepin County Environmental Response Fund
Program, on behalf of4100 Vernon Developers, LLC.
The motion passed 6-0.
7b. Consideration of a First Amendment to the Redevelopment Contract with
The Rottlund Company, Inc.
Mr. Hunt presented the staff report.
Commissioner Basill thought that the neighborhood was pleased with this. They wanted
three-stories on that corner all along. To see it go from four-stories to three was welcome
news to the neighborhood. They were also concerned about parking at one time, so to
have the number of parking spaces increased was also well-received by the
neighborhood. These were positive changes for the development.
It was motioned by Commissioner Basill, seconded by Commissioner Jacobs, approve the
First Amendment to the Contract for Private Redevelopment By and Between St. Louis Park
Economic Development Authority and The Rottlund Company, Inc. dated August 2, 2004.
The motion passed 6-0.
