1. Call to order
A special meeting of the Economic Development Authority was
called to order by President Keith Meland at 7:30 p.m.

The following commissioners were present at roll call: Jeff
Jacobs, Allen Friedman, George Haun, Larry Mitchell, Gail Dorfman
Lyle Hanks and Keith Meland.
Also present were the City Manager (Mr. Meyer) and City Attorney
(Mr. Steilen) and Director of Community Development (Mr. Hagen).
Also in attendance were Senator Ted Mondale and Representative
Jim Rhodes.
The Authority moved into closed session to discuss potential
litigation.
Mr. Steilen updated the Authority on the current situation with
MnDOT and traffic matters at the Park Nicollet site as well as
the situation with Fred Katter, who represents the current lien
holder on the property.
Mr. Meyer discussed his conversation with Chuck Siggerud at
MnDOT.
Upon completion of the discussion, the Authority reconvened in
open session.
It was moved by Commissioner Hanks, seconded by Commissioner
Jacobs, to authorize settlement payment to Fred Katter. The
motion passed 7-0.
The Authority discussed recent developments with MnDOT and the
importance of communicating to the Commissioner how critical
approval of transportation plans is by October 15. A meeting with
MnDOT and the traffic consultants is scheduled for Thursday, Oct.
14. Authority members felt it was important for the consultants
to be especially strong in putting forth its plan. Senator
Mondale and Representative Rhodes said they would also send
letters of support.
It was moved by Commissioner Haun, seconded by Commissioner
Jacobs, to direct the Executive Director to send a letter to
Commissioner Denn at MnDOT outlining the importance of receiving
approval of the transportation plans by October 15.
It was moved by Commissioner Jacobs, seconded by Commissioner
Dorfman, to adjourn the meeting
