STUDY SESSION
July 13, 1992

The meeting was called to order by President Meland at 6:30 p.m.

The following Commissioners were present at roll call: Allen Friedman,
George Haun, Larry Mitchell, Gail Dorfman and Keith Meland.
Staff present were the Executive Director, City Attorney and Director
of Community Development (Messrs. Dixon, Steilen and Hagen, respectively).
The Authority discussed the request for assistance from G & P Properties
in conjunction with its proposal to develop an assisted living facility
adjacent to Parkshore Place. Following considerable discussion, the Authority
seemed to inclined to provide the $8OO,OOO in assistance that the developer
was requesting. It appeared that the Authority wanted staff to negotiate
with G & P in a fashion such that the developer understood that the EDA
does not want to end up in a situation where assistance is provided,
profits are made and no reimbursement is forthcoming to the EDA for its
assistance. With that framework as background, staff was authorized to
negotiate with the developer.
The second item discussed at the study session was high intensity street
lighting with some undergrounding in the vicinity of the triangle area.
Commissioner Mitchell requested that the EDA discuss this item.
The Executive Director advised the EDA that it had previously approved
a landscape plan and year around lighting for the triangle. In addition,
he noted that a number of poles now carrying overhead cable would be
removed. per prior EDA direction. As a part of the EDA's deliberations,
traffic signals are currently slated to remain as a temporary installation
and street lights are to be installed on the poles that currently support
the temporary traffic signals. The EDA asked the Executive Director to
explore the possibility of County and/or State assistance for implementation
of the $110,000 undergrounding and street lighting system that the EDA
had not yet approved. In addition, the installation of permanent traffic
signals is to be explored.
