Tower Place development
The meeting was called to order at 1:55 p.m.
Commissioners present were: Jeff Jacobs, Allen Friedman, Lyle Hanks,
Larry Mitchell and Gail Dorfman.
Also present were the Executive Director, City Attorney, Director of
Community Development, and Nick Trkla, consultant.
Authority Vice-president Allen Friedman presided in the absence of President
Keith Mel and.
The Executive Director provided a brief review of the January 7, 1992
study session that the Authority had held regarding Tower Place development.
Attorney Steilen briefed the Authority on the status of the Park Nicollet
Foundation bond issue. It appears that the bond issue is no longer urgent
from the Foundation's standpoint and that additional work on the bond
issue is now linked to a redevelopment agreement according to James Toscano,
Executive Vice President of Park Nicollet Foundation.
At 2:2O p.m. the Authority went into a closed session for purposes of
discussing threatened litigation involving Park Nicollet Medical Center
and Park Nicollet Foundation.
The Authority reconvened at 3:00 p.m. and a presentation pertaining to
a connector street between Excelsior Blvd. and 36th St. was made by John
Mullan of Barton-Aschman. Various alignments were reviewed for the Authority
and the rationale for considering such a connector was explained. The
Authority indicated to those in the audience that these discussions were
merely exploratory and that no decision had been made as to whether a
road would be constructed and if so, the configuration or alignment of
same. It was agreed that the Executive Director would arrange for staff
representation at the Feb. 6 meeting being called by John Speltz of Wolfe
Lake Condominiums and that Barton-Aschman would be asked to attend the
meeting. Mr. Speltz was in attendance at this session and indicated his
support for having Barton-Aschman present at the Feb. 6 meeting.
The proposed schedule for7negotiated development agreement will be updated
based on the results of the Feb. 4 study session.
Following discussion it was agreed that the Authority would not hold
a March 1992 study session on this subject and that briefings from the
Executive Director would be provided in order to keep the Authority members
apprised of progress on this subject. Any action items needing Authority
consideration can be included on the agenda for the Authority's Mar. 2,
1992 monthly meeting.
