l. Call to order
The meeting was called to order by President Meland at 6:30 p.m.
2. Roll call
The following commissioners were present at roll call: George Haun, Lyle Hanks,
Jane Tschida and Keith Meland.
Also present were the Executive Director, City Attorney and Director of Community
Development.
3. Approval of minutes of August 5, 1991 meeting
It was moved by Commissioner Haun, seconded by Commissioner Hanks. to approve the
minutes. The motion passed 4-0.
4. Approval of August 19, 1991 agenda
It was moved by Commissioner Tschida, seconded by Commissioner Haun, to
approve the agenda. The motion passed 4-0.
5. Tower Place - Working conference coordinated by Nick Trkla
A number of individuals representing interested parties and property owners
surrounding the Tower Place site were introduced.
Mr. Trkla addressed the Authority. He said Stage 2 of the contract with
the EDA was to focus on the actual packaging of a development pl an for the
greater Town Center site which includes the Tower Site as well as to lead
toward a redevelopment agreement with the Park Nicollet Medical Center to
accommodate their expansion. To date, he has met one-or-one with all of
the entities to discuss a revitalization plan, a design plan and agreements
with as many of the prospective developers as possible.
Tonight's meeting was to address the process so that all involved are apprised
of what is expected of all parties. The work is divided into three phases:
(l)focuson:
a. developing an agreed upon concept plan for the Town Center area;
b. identifying and evaluating all issues having a bearing on the re-planning
of the area;
c. initiating a fast track effort to resolve the method, cost and cost-
sharing plan for the remediation of the site's environmental problems.
(2) focus on refining the concept plan and developing soine urban design guide-
lines, determining and refining all costs to be incurred in redeveloping

the area, both public and private and determining the project's preliminary
economic and financial feasibility, both for the public and private sectors.
(3) determining the final and economic financial feasibility;
resolution of all issues affecting the undertaking of this project;
preparation of redevelopment agreement between the EDA and Park Nicollet;
reaching final agreement on the resolution of environmental remediation
problems;
establishing schedules and a management plan for the project's implementation.
Expansion of Park Nicollet Med Center cannot occur unless the issue of environ-
mental remediation is addressed. If it is to occur in time to accommodate
near-term expansion of the clinic, negotiations must be carried out. If
it is to be litigated, one is talking about many years with a negative impact
on near-term expansion of the clinic.
He estimated the above to be a 3-month process commencing with this meeting
tonight.
Commissioner Tschida asked if it were reasonable to believe environmental
problems could be so 1 ved in 3 months. Mr. Trk 1 a fe 1t resolut ion of a sharing
plan was possible. Pursuant to the number of environmental studies already
undertaken, he felt there was a mutua 1 ity of interest U> provide a framework
for solution. The only thing representing a major impediment would be distrust
in the relationship he is trying to create between the 3 major parties involved.
Commissioner Tschida asked what sort of response had he received from all
of the parties he had spoken to. Mr. Trkla said that not one had expressed
opposition to the idea at this point.
Commissioner Hanks asked if he had had an opportunity to let all the parties
i nvo 1 ved know that he was the conduit from the EDA and that everything is
basically going through him. Mr. Trkla said he had tried to emphasize that
there is a new environment of the EDA in its desire to want to relate to
all the involved parties to seek common solutions. He said the EDA would
set its policy on communications channeling. His only request was that he
not be cut from the loop, his being kept informed was paramount.
Commissioner Haun asked if the Foundation had completed its environmental
study. Mr. Toscano said they had and copies of the report are available.
They are presently in negotiation with the PCA on a remediation plan.
Commissioner Haun felt it important for cost estimates be developed y5]/g,,,+ to s>
the Foundation's environmental study and the City's. He said he would)j'?®
funds used up for remediation/litigation with nothing left for development.

Joe Mitlyng, CEO, Park Nicollet Medical Center, expressed the commitment
on the part of Park Nicollet to work with the EDA on this process to figure
out the best way for things to work for Park Nicollet, its patients, the
people of St. Louis Park and the City.
Mike Gould, Parkshore Apartments/Plesko, echoed a similar commitment to
Park Nicollet's.
President Meland thanked those in attendance for coming.
6. Landfill site
This item was considered in closed session because of threatened litigation.
7. EDA budget - Set special meeting
It was moved by Commissioner Haun, seconded by Commissioner Tschida, to
schedule a special meeting to discuss the EDA budget. on Monday, August 26
at 9:00 p.m. The motion passed 4-O.
8. Other business
None.
9. Adjournment
It was moved by Commissioner Hanks, seconded by Commissioner Tschida, to
adjourn the meeting at 7:20 p.m.
