Call to order President Keith Meland called the meeting to order at 7:00 p.m. 2. Ro 11 call l ) J The following commissioners were present at roll call: George Haun, Allen Friedman, Jane Tschida and Keith Meland. Also present were the Executive Director, Director of Community Development, City Attorney and Director of Finance. 3. Approval of minutes It was moved by Commissioner Tschida, seconded by Commissioner Haun, to approve the· minutes of the November 5, 1990 and November 20, 1990 meetings. The motion passed 4-0. 4. Approval of agenda It was moved by Commissioner Haun, seconded by Commissioner Tschida, to approve the agenda for December 3, 1990. The motion passed 4-0. 5. Reports a. Barton-Aschman/TRKLA reaction to Suburban Plumbing proposal It was moved by Commissioner Haun, seconded by Commissioner Tschida, to ask that Suburban Plumbing work with Barton-Aschman/TRKLA to the point of reaching some conclusion of what is to be done in that area. The motion failed 3-l (Commissioner Friedman opposed). The Executive Director, to clarify, that even though the motion failed, staff is not to discontinue working with Suburban Plumbing or in any way be unresponsive. Tschida Commissioner/said that was correct as far as she was concerned. Commissioner Haun asked for a timeframe since there was not an EDA meeting on Dec. 17. He assumed it would be brought up at the next possible EDA meeting. Commissioner Friedman said he voted no as he understood the motion to be that staff would work with the consultant. Commissioner Haun clarified his motion, to wit, staff be directed to work with Suburban Plumbing but the information to be made available to Barton- Aschman. It was moved by Commissioner Friedman, seconded by Commissioner Haun, that staff work with Suburban Plumbing re their proposal and that information be shared with the consultant but that the consultant not be paid to do any direct work on this proposal until the Suburban Plumbing results are made available to staff/EDA. Commissioner Haun asked for clarification that no additional fee for working with Suburban Plumbing would be charged by Barton-Aschman. The Executive Director felt this was really a matter for Suburban Plumbing to move forward on. He did not see the consultant in a hands-on position at this point. The motion passed 4-0. 6. Unfinished business None. 7. New business a. Possible acquisition of property (closed meeting). The commission recessed at 7:11 into closed session returning to the chambers at 7:17 p.m. 8. Communications and bills a. November 30, 1990 financial statement Commissioner Friedman had questions re the financial statement. He questioned the two legal firm fees. He thought the City was to be reimbursed for some of the revenue bond funding. It was ascertained the fee was for revenue bonding previously undertaken for the TIF districts. The Director of Community Development said that one of the law firms served as underwriter's counsel and the other served as the EDA's bond counsel. In answer to Commissioner Friedman's question about expenditures in the TIF district, the Director of Community Development said the statement was for the 11 months ending Nov. 30, 1990. The Director of Finance answered Commissioner Friedman's question about refunded bonds. It was moved by Commissioner Friedman, seconded by Commissioner Tschida, to accept the financial report for filing. The motion passed 4-0. b. Claims It was moved by Commissioner Tschida, seconded by Commissioner Haun, to E c o n o m i c D e v e l o p m e n t A u t h o r i t y m i n u t e s D e c e m b e r 3 , 1 9 9 0 3 . MICROFILMED approve the claims list and authorize payment. Cammi ssioner Friedman expressed his concern over the expenditure of monies for legal services, particularly on bonding matters. He. did not feel the fees were commenserate with the amount of hours worked. He asked that staff look into that for the future. The motion passed 4-0. c. EDA meeting study session Wed., Dec. 19 at 7:00 p.m. 9. Adjournment It was moved by Commissioner Friedman, seconded by Commissioner Haun, to adjourn the meeting at 7:28 p.m. The motion passed 4-0.
