MINUTES
ECONOMIC DEVELOPMENT AUTHORITY
ST. LOUIS PARK, MINNESOTA
September 5, 1989
1. Call to order
President Duffy called the meeting to order at 6:00 p.m.
2. Roll call

The following commissioners were present at roll call: Bruce Battaglia,
Jane Tschida, Lyle Hanks and Tom Duffy.
Also present were the Executive Director and City Attorney.
3. Approval of minutes
It was moved by Commissioner Hanks, seconded by Commissioner Battaglia,
to approve the minutes of August 7 and August 14, 1989.
The motion passed 4-0.
4. Approval of agenda
It was moved by Commissioner Battaglia, seconded by Commissioner Hanks,
to approve the agenda for September 5, 1989.
The motion passed 4-0.
5. Reports
a. Review of Request for Proposal: South side of Hwy. 7, west of Wooddale
and east of Soo Line tracks

It was moved by Commissioner Hanks, seconded by Commissioner Tschida
to defer the item to the September 1l, 1989 study session.

Commissioner Hanks felt a full report/ on how things were progressing
in this area. He asked if a plan existed for this area or were we just
waiting to see what interested developers might propose.
Commissioner Battaglia asked if staff had looked at using a broker,
a real estate professional to assist. He also requested that as an option
in the RFP, developers be asked for an overall development proposal,
not just this segment.
Commissioner Tschida asked that staff look at the feasibility of the
City doing a site plan rather than a developer. She wasn't sure if this
could be done, cost-wise and/or staff-wise, but she would like to see
what it would cost to have someone put a plan together similar to what
was done on the creosote site.
The motion passed 4-0.

6. Unfinished business
a. Status report: St. Louis Centre Partners
b. Status report: Cherne condemnation
These two items were scheduled for a closed meeting at the conclusion of the
regular business.
7. New business
a. Request of W. V. Souder on behalf of Ranger Flying Assoc. to use
a portion of On the Avenue site Tor Christmas tree sales
It was moved by Commissioner Hanks, seconded by Commissioner Battaglia,
that the request to use a portion of the On the Avenue site for sale
of Christmas trees be rejected.
The motion passed 4-0.
8. Communications and bills
a. Claims list
It was moved by Commissioner Battaglia, seconded by Commissioner Tschida, to
approve the claims list and authorize payment.
The motion passed 4-0.
b. August 31, 1989 financial statement
It was moved by Commissioner Hanks, seconded by Commissioner Battaglia,
to receive the report for filing.
The motion passed 4-0.
The Authority moved into a closed session.
9. Adjournment
Upon its return to the Council chambers, it was moved by Commissioner
Battaglia, seconded by Cammi ss i oner Mi tchell, that the Authority adjourn
at 7:24 p.m.
The motion passed 4-0.
