Draft Form-Based Code Discussion
Background:
The purpose of this item is to present the draft form-based code (FBC) to the Planning
Commission for discussion. The City’s consultant, Leslie Oberholtzer, will be at the meeting to
provide an overview of the development and organization of the St. Louis Park FBC, highlight
some specific sections, and respond to Commissioner questions.
The foundation of the form-based district standards are the previous station area plans that were
developed with community input, including the Beltline Design Guidelines, Elmwood Study,
Louisiana Station Area Plan and the Southwest Investment Framework. In addition, the codes
reflect the community input we received from image preference surveys held at two community
workshops and online. The FBC Work Group and staff have been meeting to develop the
specific requirements and standards within the form-based district.
This will be another in a series of study sessions the Planning Commission will have to review
the Form Based Codes. The Planning Commission has previously discussed the Architectural
Materials and Parking sections of the FBC, and staff would now like to introduce and discuss the
following sections of the Code with Commissioners:

Staff would like to talk through the general requirements of frontage types, and then walk
through how the frontage type sections are organized. It may be helpful to think of the
Frontage Types as Zoning Districts, as each frontage type corresponds to a specific
building form and relationship to the public realm, so each has its own specific
requirements.
Please familiarize yourself with those sections of the code.
Exercise: An entire zoning code, particularly in a new format, can unwieldy and intimidating. In
order to help Commissioners see how users are likely to use the code, we would like to offer a
more manageable way to approach the document. Since most people want to know which rules
apply to just their property, we will go through an exercise that illustrates that process. We have
included as attachments some excerpts of the code that would apply to one particular property.
The example property for this scenario is the lot owned by Hennepin County at the northeast
corner of Beltline Boulevard and Park Glen Road. To find the rules for this lot:
1. The user locates the property on the Regulating Map on page 3. This map indicates the
“Frontage Type” that applies to this parcel is “1.1 Shopfront Beltline.”
2. The user would then turn to the corresponding pages for that frontage type, which in this
case are pages 21-24, to find most of requirements that apply to this parcel.
Each Frontage Type essentially has four pages that outline the requirements that are unique to
that type.

Again, Consultant Leslie Oberholtzer and staff will explain some of the regulations, as well as
provide a general overview of the development and organization of the code, and the context of
the FBC.
Commissioner’s comments regarding the draft FBC will be considered in additional revisions to
the FBC.
Next Steps: Staff intends to work with the Commission on the specific form standards in each
frontage type at future sessions.
