AGENDA Outcomes:  To dialogue on common issues, concerns and dreams  To update each other on projects and goals  To strengthen our collaborative relationship so we can continue to move the community in a direction that creates unity and synergy for both bodies. 1. Dialogue on Data/Demographics: Our community is mobile and demographics are changing. How can we work together to look at that mobility and be strategic around gathering data and demographics? What should we do with the data and should we look at our existing policies? (30 minutes) 4. Dialogue on External Communication: Why is it important that we communicate our commonalities together? What are key messages that we both should be communicating? How do we move forward in a way that creates synergy, benefits both bodies, and, most importantly benefits our constituents? How are we doing on two way communication? (45 minutes) 5. Next Steps - What might be the one or two things we could do for one another over the next year that would be helpful? (15 minutes) 6. One depends upon the other. Therefore, a symbiotic relationship between the school district and city must be developed, nurtured and constantly calibrated. To do this, the school board and the city council recognize that both formal and informal communication is necessary to maintain and grow their relationship, and to promote and engage the community. It is incumbent upon both bodies to intentionally create opportunities for this communication to occur. We owe it to the community to work together for our mutual constituencies. We can do more together. Formal Communication:  To the extent necessary and possible, strive to hold two formal joint meetings annually for three purposes: 1. To dialogue on common issues, concerns, and dreams 2. To proactively update each other on projects, goals, and 3. To build positive relationships with each other  Additional meetings may be called if there are projects or issues which affect the other board/council. These projects or issues could be such things as major facility use or property changes, zoning impact, funding requests, joint projects, need for public process, etc. Any additional meetings should be called as promptly/quickly as possible to ensure quality communication as early as possible.  The superintendent and city manager will continue their regular breakfast meetings.  The community education director and the park and recreation director will continue their regular meetings. Informal Communication: Informal communication between members is considered important and is encouraged. It is not intended to take the place of formal communication. However, when either the school board or the city is facing an issue that affects/effects the other body it is critical that members state their expectations and take intentional steps to formalize discussion (i.e. call a special meeting, send a letter, ask the administrators to handle it etc.). Joint Meeting of School Board and City Council Administrative Services BACKGROUND: Attached is the agenda for the joint meeting on Monday night. When we met to discuss the draft agenda during the study session on October 9, I heard the following suggestions from the City Council:  Try to attach as much background information as possible regarding item # 3 on the attached agenda. To accommodate this request I have attached data received from the School District.  Suggested there be a conversation regarding two way communications with the public. This suggestion has been placed under agenda item # 4.  Determine what the School Boards perception might be of the City’s Housing Policies. Upon discussing this with Supt. Bowers she indicated she did not sense the School Board had concerns about the City’s policies in this area. However, we did provide an opening to discuss this matter under agenda item #3.  Suggested that we ask what the one or two things we could do for each other that would be helpful. I have placed this suggestion under agenda item #5.  Suggested that we provide an update on STEP. This has been added under agenda item #6.  Suggested that we discuss the recent school closure matter. I am sensing there is not much interest on the part of the School District to discuss this further. As such this has not been specifically added to the agenda. I would suggest that if this topic seems to be appropriate to bring up during the meeting, that perhaps we do this as part of agenda item # 4. Please let me know if you have any questions.
