LOUIS PARK UNDER MINNESOTA STATUTES 462.351 TO 462.364 INCORPORATING CAPITAL IMPROVEMENT PROGRAM (CIP) 2004 - 2008 WHEREAS, the Comprehensive Plan 2000-2020 was adopted by the City Council on May 17, 1999 (effective September 1, 1999) and provides the following: 1. An official statement serving as the basic guide in making land use, transportation and community facilities and service decisions affecting the City. 2. A framework for policies and actions leading to the improvement of the physical, financial, and social environment of the City, thereby providing a good place to live and work and a setting conducive for new development. 3. A promotion of the public interest in establishing a more functional, healthful, interesting, and efficient community by serving the interests of the community at large rather than the interests of individual or special groups within the community if their interests are at variance with the public interest. III4. An effective framework for direction and coordination of activities affecting the development and preservation of the community. 5. Treatment of the entire community as one ecosystem and to inject long range considerations into determinations affecting short-range action, and WHEREAS, the use of such Comprehensive Plan will insure a safer, more pleasant, and more economical environment for residential, commercial, industrial, and public activities and will promote the public health, safety, and general welfare, and WHEREAS, said Plan will prepare the community for anticipated desirable change, thereby bringing about significant savings in both private and public expenditures, and WHEREAS, the Comprehensive Plan has taken due cognizance of the planning activities of adjacent units of government, and WHEREAS, the Comprehensive Plan is to be periodically reviewed by the Planning Commission of the City of St. Louis Park and amendments made, if justified according to procedures, rules, and laws, and provided such amendments would provide a positive result and are consistent with other provisions in the Comprehensive Plan, and WHEREAS, fiscal devises such as the City's 5 -year capital improvement program for transportation, utilities, and parks is used as a tool to implement the goals and policies of the Comprehensive Plan, and Resolution No. 03-184 -2- WHEREAS, the City's capital improvement program is updated annually to incorporate new projects and new sources of funding, and WHEREAS, the Planning Commission reviewed the Capital Improvement Program 2004 — 2008 and found it to be consistent with the goals and policies of the Comprehensive Plan 2000 — 2020, and WHEREAS, the Planning Commission of the City of St. Louis Park recommended adoption of an amendment to the Comprehensive Plan 2000-2020 to incorporate the Capital Improvement Program 2004 — 2008 on December 3, 2003, based on statutes, the Metropolitan Regional Blueprint, extensive research and analyses involving the interests of citizens and public agencies; NOW THEREFORE BE IT RESOLVED by the City Council of St. Louis Park that the Capital Improvement Program 2004 — 2008 is hereby approved and the Comprehensive Plan, as previously adopted by the Planning Commission and City Council, is hereby amended as follows: Re Incorporation of Capital Improvement Program 2004 - 2008 to replace CIP 2003-2007 Administration: City Manager Attest: CClerk Dnp--�---a-•-�— Adopted by the City Council December 15, 2003 Contingent upon approval of the Metropolitan Council M : vo • r • STATE OF MINNESOTA) SS cps—tfr�{ newspapers AFFIDAVIT OF PUBLICATION COUNTY OF HENNEPIN) Richard Hendrickson, being duly sworn on an oath states or affirms, that he is the Chief Financial Officer of the newspaper known as Sun -Sailor , and has full knowledge of the facts stated below (A) The newspaper has complied with all of the requirements constituting qualification as a qualified newspaper, as provided by Minn Stat §331A 02, §331A 07, and other applicable laws, as amended (B) The printed public notice that is attached was published in the newspaper once each week, for one successive week(s), it was first published on Thursday, the 25 day of December , 2003, and was thereafter printed and published on every Thursday to and including Thursday, the day of 2004, and printed below is a copy of the lower case alphabet from A to Z, both inclusive, which is hereby acknowledged as being the size and kind of type used in the composition and p ion o notice City of St. Louis Park (Official Publication) SUMMARY RESOLUTION NO 03-184 A RESOLUTION APPROVING AN AMENDMENT TO THE COMPREHENSIVE PLAN 2000 TO THE YEAR 2020 FOR THE CITY OF ST.
