HomeMy WebLinkAbout03-112 - ADMIN Resolution - City Council - 2003/09/02• • RESOLUTION NO. 03 -112 RESOLUTION SUPPORTING AN AMENDMENT TO THE 2003 MINNESOTA PERSONAL PROTECTION ACT WHEREAS, the Minnesota Legislature passed and the Governor signed into law the "Minnesota Personal Protection Act," in which Minnesota residents, subject to application and qualification, shall be issued permits to carry guns; and WHEREAS, the Act provides the owners of private properties may post signs and regulate the ability of permit holders to carry concealed guns; and WHEREAS, the Act makes it a crime for permit holders to carry firearms on school property; and WHEREAS, some individuals and organizations have interpreted the law to prohibit cities from restricting permit holders from carrying concealed guns on municipal property; and WHEREAS, the Council is vitally concerned about the safety of its employees, and public safety of the users and visitors of City properties; and WHEREAS, the Council can find no rational justification to distinguish between access by permit holders to school property and private property, and access by permit holders to City property; and WHEREAS, the greater presence of weapons on City property may increase insurance premiums, and the cost of government services; and WHEREAS, time is of the essence for legislators to reconsider and amend the Act for the public safety of public employees and users of public facilities; and WHEREAS, until such time as the legislature acts to clarify that the City's existing statutory right to reasonably regulate the use of City property still exists, the City will take reasonable steps to protect the safety of its employees and the public safety of the users of City property. NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of St. Louis Park, Minnesota: That it supports an amendment to the Minnesota Personal Protection Act, to clarify that cities have the right to regulate the ability of permit holders to carry weapons on city property.
