LOUIS PARK UNDER MINNESOTA STATUTES 462.351 TO 462.364 2370 and 2440 STATE HIGHWAY 100 SOUTH And descnbed as follows. Tract 1 That part of the South 310 feet of the North 340 feet of the Southwest Quarter of the Northwest Quarter of Section 31, Township 29, Range 24, lying West of State Highway No 100 and lying east of a line drawn at a right angle to the North line of said quarter quarter and from a point therein distant 375 18 feet East of the Northwest corner of said quarter quarter. Abstract Property Tract II• Parcel 1 That part of Tracts A and B, Registered Land Survey No. 493, Files of Register of Titles, County of Hennepin, Tying Easterly and Southerly of a line parallel with and 22.5 feet Easterly and Southerly of a line descnbed as beginning at a point in the South line of said Tract B, distant 443.3 feet Easterly as measured along said South line, from the Southwest corner of said Tract B; thence North 2 degrees 24 minutes East, 298 84 feet to an intersection with a line parallel with and 242.5 feet Southerly of the Southerly nght of way line of the Great Northern Railroad right of way, thence North 73 degrees 08 minutes East along last said parallel to the Easterly line of Tract C in said Registered Land Survey and there terminating; except the East 50 feet of the above descnbed property For the purposes of this description the West line of said Tract A is assumed to bear due North and South. Resolution No. 03-031 -2- WHEREAS, the Comprehensive Plan 2000-2020 was adopted by the City Council on May 17, 1999 (effective September 1, 1999) and provides the following: 1. An official statement serving as the basic guide in making land use, transportation and community facilities and service decisions affecting the City 2. A framework for policies and actions leading to the improvement of the physical, financial, and 'social environment of the City, thereby providing a good place to live and work and a setting conducive for new development. 3 A promotion of the public interest in establishing a more functional, healthful, interesting, and efficient community by serving the interests of the community at large rather than the interests of individual or special groups within the community if their interests are at variance with the public interest. 4. An effective framework for direction and coordination of activities affecting the development and preservation of the community. 5. Treatment of the entire community as one ecosystem and to inject long range considerations into determinations affecting short-range action, and WHEREAS, the use of such Comprehensive Plan will insure a safer, more pleasant, and more economical environment for residential, commercial, industnal, and public activities and will promote the public health, safety, and general welfare, and WHEREAS, said Plan will prepare the community for anticipated desirable change, thereby bnnging about significant savings in both pnvate and public expenditures, and WHEREAS, the Comprehensive Plan has taken due cognizance of the planning activities of adjacent units of government, and WHEREAS, the Comprehensive Plan is to be periodically reviewed by the Planning Commission of the City of St. Louis Park and amendments made, if justified according to procedures, rules, and laws, and provided such amendments would provide a positive result and are consistent with other provisions in the Comprehensive Plan, and WHEREAS, amendments to the Comprehensive Plan may be initiated by petition of the owners of the actual property, the guiding of which is proposed to be changed, and WHEREAS, the owners of property at 2370 and 2440 State Highway 100 South petitioned the City to change the Comprehensive Plan land use designation from Industnal to Commercial in order to allow the redevelopment of the existing commercial use, and WHEREAS, the Planning Commission of the City of St. Louis Park held a public heanng to consider the request to amend the Comprehensive Plan 2000-2020 land use designation on February 19, 2003, and recommended adoption, based on statutes, the Metropolitan Regional Bluepnnt, research and analyses involving the interests of citizens, property owners, and public agencies, Resolution No 03-031 -3- NOW THEREFORE BE IT RESOLVED by the City Council of St. Louis Park that the Comprehensive Plan, as previously adopted by the Planning Commission and City Council, is hereby amended as follows.
