HomeMy WebLinkAbout00-152 - ADMIN Resolution - City Council - 2000/12/04RESOLUTION NO.00-152 • A RESOLUTION APPROVING AN AMENDMENT TO THE COMPREHENSIVE PLAN 2000 TO THE YEAR 2020 FOR THE CITY OF ST. LOUIS PARK UNDER MINNESOTA STATUTES 462.351 TO 462.364 PLAN BY NEIGHBORHOOD CHAPTER MINIKAHDA VISTA NEIGHBORHOOD WHEREAS, the Comprehensive Plan 2000-2020 was adopted by the City Council on May 17, 1999 (effective September 1, 1999) and provides the following: 1 An official statement serving as the basic guide in making land use, transportation and community facilities and service decisions affecting the City 2 A framework for policies and actions leading to the improvement of the physical, financial, and social environment of the City, thereby providing a good place to live and work and a setting conducive for new development 3 A promotion of the public interest in establishing a more functional, healthful, interesting, and efficient community by serving the interests of the community at large rather than the interests of individual or special groups within the community if their interests are at vanance with the public interest 411 4 An effective framework for direction and coordination of activities affecting the development and preservation of the community. • 5 Treatment of the entire community as one ecosystem and to infect long range considerations into determinations affecting short-range action, and WHEREAS, the use of such Comprehensive Plan will insure a safer, more pleasant, and more economical environment for residential, commercial, industnal, and public activities and will promote the public health, safety, and general welfare, and WHEREAS, said Plan will prepare the community for anticipated desirable change, thereby bringing about significant savings in both private and public expenditures, and WHEREAS, the Comprehensive Plan has taken due cognizance of the planning activities of adjacent units of government, and WHEREAS, the Comprehensive Plan is to be periodically reviewed by the Planning Commission of the City of St. Louis Park and amendments made, if justified according to procedures, rules, and laws, and provided such amendments would provide a positive result and are consistent with other provisions in the Comprehensive Plan, and WHEREAS, the Planning Commission of the City of St Louis Park recommended adoption of an amendment to the Comprehensive Plan 2000-2020 on November 15, 2000, based on statutes, the Metropolitan Regional Bluepnnt, extensive research and analyses involving the interests of citizens and public agencies; Resolution No 00-152 -2- December 4, 2000 NOW THEREFORE BE IT RESOLVED by the City Council of St. Louis Park that the Comprehensive Plan, as previously adopted by the Planning Commission and City Council, is hereby amended as follows: The Minikanda Vista "Specific Development Guidelines" text in the Plan By Neighborhood Chapter of the Comprehensive Plan shall be amended to read as follows Specific Development Guidelines: Redevelopment within the Park Commons area is subject to requirements of the Redevelopment Plan. In the remaining commercial areas, restaurants with liquor are prohibited as are car washes, outside storage and sales, and similar heavier commercial uses Building heights on the south side of Excelsior Boulevard are generally limited to 35 feet. No redevelopment of single-family homes guided as low-density residential is proposed or envisioned.
