WHEREAS, the City Council supports a standard operating policy for code enforcement for the following reasons • To ensure compliance with City codes through education, cooperation and enforcement when necessary, • To ensure better residential and commercial property maintenance, • To assure neighborhoods the City is aware of obvious violations without residents having to always complain, • To reduce the number of complaints to the Council and administration, • To maintain the City's credibility through consistent, fair and timely enforcement, NOW THEREFORE, BE IT RESOLVED by the City Council of the City of St Louis Park, Minnesota, that the Standard Operating Policy for Code Administration contained herein is hereby adopted this 20th day of December 1999 Reviewed for Administration Attest City Clerk Adopted by the City ouncil December 20, 1999 Resolution No. 99-155 City of St. Louis Park Inspections Department Standard Operating Policy for City Code Administration It is the intent of the St. Louis Park Inspections Department to promote the following code administration policy: Through consistent uniformity and fairness, the Inspections Department will ensure effective administration of the City Codes for the purpose of preserving the integrity of St. Louis Park's neighborhoods, commercial and industnal community and overall quality of life within the City. Policy parameters for routine code administration are integrated into a three -tiered approach: 1. The Department will respond to all complaints registered with our Department regarding code violations, regardless if the complainant discloses his/her name. The Department will always take time to educate residents on the ordinance code and encourage abatement of the violation in a timely manner. 2. The Department will identify and respond to focus areas of deterioration in the City, requesting all violations observed in the immediate area be abated in a timely manner. Examples are junk vehicles, property neglect, etc. 3. The Department will, over a period of time, conduct systematic inspections of the complete City - when time and resources allow - for the purpose of providing consistent and fair enforcement. The code enforcement inspector will identify him/herself and explain the conditions under which the inspections were conducted.
