RESOLUTION NO. 7 _
RESOLUTION APPROVING
FUNDING FOR THE FIRST ROUND OF THE
1997 NEIGHBORHOOD REVITALIZATION
PILOT PROGRAM GRANT APPLICATION
FOR THE AMHURST NEIGHBORHOOD
AND AUTHORIZING THE MAYOR AND CITY MANAGER TO
EXECUTE A GRANT AGREEMENT WITH THE AMHURST
NEIGHBORHOOD
WHEREAS, for 1997 the City Council appropriated $40,000 in grant funds through the
Neighborhood Revitalization Pilot Program for organized neighborhoods to promote and
enhance community building and leadership activities, and
WHEREAS, seventeen applications were received on March 31, 1197, that requested
funds for neighborhood activities, and
WHEREAS, the City Council approved Resolution 97-73 authorizing approval of sixteen
of the seventeen grant proposals, and
WHEREAS, the City Council requested that the application from the Amhurst
Neighborhood be sent back to the NRC for further discussion and input regarding the
appropriateness of providing grant funds to a neighborhood made up entirely of a private
townhome association and to provide input as to those circumstances when funding could
be provided and conditions which should be attached thereto; and
WHEREAS, the NRC reviewed the request of the City Council on June 11, 1997, and on
June 25, 1997, and
WHEREAS, the NRC found that the Amhurst Neighborhood is a unique neighborhood
because the Amhurst Homeowners Association boundaries and the Amhurst
Neighborhood boundaries are conterminous; and
WHEREAS, the NRC found the Amhurst Neighborhood grant proposal met all of the
qualifying critena required on the grant application including submitting bylaws and
matching funds; and
WHEREAS, the NRC found that the Amhurst Neighborhood grant proposal met the
purposes for which the grant was initially established, i.e building community and
enhancing neighborhood; and
WHEREAS, the NRC recommended that the grant proposal from the, Amhurst
Neighborhood be approved by the City Council; and
WHEREAS, the City Council discussed the recommendations of the NRC regarding the
Amhurst Grant proposal at a Study Session on July 14, 1997,
NOW THEREFORE, BE IT RESOLVED that the City Council approves the funding of
the 1997 Neighborhood Revitalization Pilot Program Grant Application for the Amhurst
Neighborhood in the amount of $5,000 and authorizes the Mayor and City Manager to
execute a grant agreement with the Amhurst Neighborhood.
BE IT FURTHER RESOLVED that the NRC is requested to make final recommendations
to the City Council, pnor to proceeding with a future NRC grant application process, on
changes to the grant guidelines relating to grant proposal eligibility criteria and guidelines
for neighborhood boundary changes, particularly with regard to townhome or condo
associations.
