Q7 ! 8 A RESOLUTION SUPPORTING GROWTH FORECASTS TO THE YEAR 2020 WHEREAS, the Metropolitan Council has requested that communities forecast growth in households, population, and employment for the years 2010 and 2020; and WHEREAS, these forecasts shall provide a framework for establishing land use and land use policy for the Comprehensive Plan; and WHEREAS, the Metropolitan Council has established forecasts for all communities within the Metropolitan region; and WHEREAS, the Metropolitan Council has forecasted total households for St. Louis Park in the year 2020 be 22,300 households, representing a 25 year growth of 2,241 (11%) households; and WHEREAS, the Metropolitan Council has forecasted total employment for St. Louis Park in the year 2020 to be 51,700 jobs, representing a 25 year job growth of 37%; and WHEREAS, the City of St. Louis Park supported the "Concentrated Development" option with "Livable Communities" aspects of the "Growth Centers" option, including high density mixed use development at regional transportation nodes, pedestrian connections, and local circulators (Resolution 96-96 adopted July 1, 1997) as a regional growth management strategy; and WHEREAS, the City of St. Louis Park realizes that "Concentrated Development" can only be achieved if significant household growth is concentrated within the urban core and inner ring suburbs; and WHEREAS, the City of St. Louis Park adopted Resolution 96-190 on December 2, 1996, requesting that the Metropolitan Council increase the forecasted households for the year 2020 to 22,600 households; and WHEREAS, the Planning Commission considered the growth forecasts assigned by the Metropolitan Council and at its June 18, 1997, meeting and voted to support the employment growth forecasted by the Metropolitan Council and to support household growth according to City Council Resolution 96-190 which exceeds the growth projected by the Metropolitan Council by 300 households; and WHEREAS, the City of St. Louis Park will be updating their Comprehensive Plan by December 31, 1998; and WHEREAS, the Comprehensive Plan update will proceed based upon goals which have been established by Vision St. Louis Park, the Strategic Plan for Economic Development, the Housing Goals Agreement, and growth forecasts established by resolution of the City Council. NOW THEREFORE BE IT RESOLVED, that the City Council adopts this resolution in support of the following: 1. The total number of households forecasted for the year 2010 is 21,650 and for the year 2020 is 22,600 households representing a 13% growth in households over 25 years; and 2. The total number of jobs forecasted for the year 2010 is 49,600 and for the year 2020 is 51,700 representing a 37% growth in employment over 25 years; and 3. The total population forecast for the year 2010 is 47,330 and for the year 2020 is 49,660; and 4. The Comprehensive planning process will proceed based upon the above 2010 and 2020 forecasts; and BE IT FURTHER RESOLVED by the City council that during the process of updating the Comprehensive Plan, it may be found that the forecasted growth for households or employment are either too low or too high, and the City Council reserves the right to change these forecasts based on the findings of the Comprehensive Planning process.
