HomeMy WebLinkAbout97-73 - ADMIN Resolution - City Council - 1997/06/02RESOLUTION NO. 97 ®7 3 RESOLUTION APPROVING FUNDING FOR THE FIRST ROUND OF THE 1997 NEIGHBORHOOD REVITALIZATION PILOT PROGRAM GRANT APPLICATIONS AND AUTHORIZING TICE MAYOR AND CITY MANAGER TO EXECUTE GRANT AGREEMENTS WITH THE NEIGHBORHOODS WHEREAS, for 1997 the City Council appropriated $40,000 in grant funds through the Neighborhood Revitalization Pilot Program for organized neighborhoods to promote and enhance community building and leadership activities; and WHEREAS, seventeen applications were received on March 31, 1997 that requested funds for neighborhood activities; and WHEREAS, staff reviewed the applications and made funding recommendations to the Neighborhood Revitalization Commission (NRC); and WHEREAS, the NRC discussed the applications on May 14, 1997 and made funding recommendations to be considered by the City Council; and WHEREAS, the City Council discussed the funding recommendations at a Study Session on May 27, 1997; NOW, THEREFORE, BE IT RESOLVED that the City Council approves the funding of the following applications and authorizes the Mayor and City Manager to execute grant agreements with the following neighborhoods: Birchwood - $125 for a neighborhood welcome wagon. Birchwood - $700 for a neighborhood party. Birchwood - $1,300 for a youth/senior planting project. Birchwood - $2,000 for garden improvements. Approval of this application is contingent upon the City and/or neighborhood entering into a lease or other appropriate agreement with the Lutheran Church of the Reformation which assures the public's ability to use the property which is being improved with grant funds. This agreement shall be brought back to the City Council for approval. Browndale - $311 for a park bench. Funding is contingent upon receiving a letter from the church stating that the bench may be placed on their property and be used by the public. The letter should also state that if the church no longer wishes to permit the bench on their property, that it will be returned to the City. Browndale - $350 for neighborhood association start-up funds. Browndale - $500 for newsletter production costs. Creekside - $525 for plant identification signs. The Parks and Recreation Department shall be notified of the schedule for the installation of these signs. Crestview - $362 for the installation of an 'bid" existing Crestview sign and related landscaping materials. The funds are contingent upon the necessary approvals being provided to install the sign on a right-of-way. Elmwood - $5,000 for park improvement activities at Jorvig Park. The funds are contingent upon a letter or other necessary documentation being provided by the Minnesota Department of Transportation and the Historical Society of St. Louis Park providing support and consent for the relocation of the beehive grills and benches located adjacent to Highway 100 at Minnetonka Blvd. In addition, the funding is contingent upon the neighborhood coordinating with the City Park and Recreation Department for the purchase of the park equipment and the installation of the beehive grills and benches at Jorvig Park. Fern Hill - $107 for two winter parties. Fern Hill - $336 for recognition gifts for the Fern Hill block captains. Lenox - $5,000 for Children First activities including a welcome wagon and a one time mailing of their newsletter. Funding for these activities is contingent on a more detailed budget and timeline being submitted for approval. Oak Hill - $500 for a neighborhood welcome wagon. The City's new resident packets should be included in the Welcome Wagon materials. Oak Hill - $1,050 for a movies in the park event. Funding is contingent upon the neighborhood ` coordinating the rental of equipment with the City Park and Recreation Department. Future consideration should be given by the City for the purchase of movie production equipment for use by neighborhoods. r 1 1 Texa-Tonka - $5,000 for improvements to Ainsworth Park, costs associated with the neighborhood obtaining a 501 (c) 3 status, and the provision of a sign language interpreter at neighborhood meetings. The park funding is contingent upon the neighborhood meeting with the Park and Recreation Department to finalize the anticipated improvements. In addition, funding is contingent upon a notice being sent to the entire neighborhood informing them of the proposed park improvements. BE IT FURTHER RESOLVED AS FOLLOWS: • The application from the Amhurst Neighborhood shall be sent back to the NRC for further discussions and input regarding the appropriateness of providing grant funds to a neighborhood made up entirely of a private townhome association. The NRC is requested to provide input as to those circumstances when funding could be provided and conditions which should be attached thereto. • The NRC is asked to recommend more detailed guidelines to the City Council relating to providing grant funds for neighborhood parties. • The NRC is asked to recommend a process relating to the consideration of park improvements proposed to be funded with an NRC grant.
