A RESOLUTION SUPPORTING
THE "PREFERRED ALTERNATIVE" DESIGN OF WOLFE PARK
WHEREAS, a community-based visioning process resulted in a recommendation to create
a "Town Center" in the area that includes Wolfe Park; and
WHEREAS, community design workshops with broad participation were held to further
define the important elements of the "Town Center"; and
WHEREAS, redesign of Wolfe Park and a future "town green" connection to Excelsior
Boulevard are important elements of the overall "Town Center" concept; and
WHEREAS, a Task Force representing interested parties has been used to help design
Wolfe Park and the "town green"; and
WHEREAS, the Task Force has considered alternative designs which have been presented
to the community for comments; and
WHEREAS, a "Preferred Alternative" design that addresses comments has been
developed and well-received by the Task Force and community; and
WHEREAS, the "Preferred Alternative" design utilizes the existing stockpiled soils along
the southern edge of the park to create a more usable ridge top, amphitheater, gentler slope, and
future connection to the "town green", and
WHEREAS, the "Preferred Alternative" design includes modifications to Wolfe Lake to
add interest, improve the form of the lake, increase the diversity of vegetation around the
perimeter of the lake and to help improve water quality through aeration.
NOW THEREFORE BE IT RESOLVED that the City Council adopt this resolution in
support of the basic concepts of the "Preferred Alternative" design of Wolfe Park and requests the
following considerations:
1. MPCA approval to allow the City to use the existing soils that contain non-toxic debris along
the southern edge of the park with a two -foot "cap" of clean soil; and
2. DNR approval to allow the City to modify Wolfe Lake by including two "shelved areas" and a
cascade for aeration.
