RESOLUTION AUTHORIZING EXECUTION OF A JOINT RESOLUTION
APPROVING THE CONCURRENT DETACHMENT AND ANNEXATION OF A
PORTION OF OLD WAYZATA BOULEVARD
WHEREAS, the Minnesota Municipal Board requires a joint resolution approving
concurrent detachment and annexation by the cities affected by said action; and
WHEREAS, the attached Exhibit A provides for the detachment and annexation of the
south half of the Wayzata Boulevard frontage road between Colorado Avenue on the west and
Xenia Avenue on the east as legally described therein.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of St. Louis
Park that the Joint Resolution attached as Exhibit A is hereby adopted and the Mayor and City
Clerk are authorized to execute said resolution and submit it for approval to the Minnesota
Municipal Board.

EXHIBIT A
IN THE MATTER OF THE JOINT RESOLUTION OF
THE CITY OF GOLDEN VALLEY AND OF THE CITY OF ST. LOUIS PARK
FOR CONCURRENT DETACHMENT AND ANNEXATION
JOINT RESOLUTION APPROVING CONCURRENT DETACHMENT AND
ANNEXATION OF A PORTION OF OLD WAYZATA BOULEVARD
TO THE MUNICIPAL BOARD:
WHEREAS, the City of Golden Valley desires to vacate a portion of Old Wayzata
Boulevard in the Golden Hills West area for development purposes; and
WHEREAS, the southern half of the section of Old Wayzata Boulevard to be vacated is
located within the boundaries of the City of St. Louis Park, which portion of Old Wayzata
Boulevard consists of 1.6 acres and is legally described as:
That part of the north 33.00 feet of Government Lots 5 & 6, Section 4, Township 117,
Range 21, Hennepin County, Minnesota lying easterly of the southerly extension of the
westerly right-of-way line of Colorado Avenue and lying westerly of a line described
as beginning at the intersection of the southwesterly line of Lot 2, Block 1, THE
COLONNADE P U.D. NO. 53, according to the recorded plat thereof, Hennepin
County, Minnesota and the north line of said Government Lot 5; thence southerly,
perpendicular to said north line of Government Lot 5 and said line there ,terminating;
and
WHEREAS, the cities of Golden Valley and St. Louis Park desire to detach the described
property from the City of St. Louis Park and annex the described property to the City of Golden
Valley because the described property abuts the City limits of the City of Golden Valley and is
isolated from the City of St. Louis Park by Interstate Highway 394.
NOW, THEREFORE, BE IT RESOLVED, that pursuant to Minnesota Statutes §414.061
the cities of Golden Valley and St. Louis Park request the Minnesota Municipal Board order
concurrent detachment from the City of St. Louis Park and annexation to the City of Golden
Valley of a section of Old Wayzata Boulevard consisting of 1.6 acres and legally described as:
That part of the north 33.00 feet of Government Lots 5 & 6, Section 4, Township
117, Range 21, Hennepin County, Mumesota lying easterly of the southerly
extension of the westerly right-of-way line of Colorado Avenue and lying westerly
of a line described as beginning at the intersection of the southwesterly line of Lot
2, Block 1, THE COLONNADE P.U.D. NO. 53, according to the recorded plat
thereof, Hennepin County, Minnesota and the north line of said Government Lot 5;
thence southerly, perpendicular to said north line of Government Lot 5 and said
line there terminating.

Member Johnson introduced the following resolution and moved its adoption:
RESOLUTION SUPPORTING NEGOTIATION OF DETACHMENT
AND ANNEXATION INITIATIVES THAT WILL CLARIFY THE
BORDER BETWEEN GOLDEN VALLEY AND ST. LOUIS PARK
„ ' • WHEREAS, staff members from the cities of Golden Valley and St. Louis
Park have been exploring ways to clarify the border between the two cities
following the construction of 1-394; and
WHEREAS, there is agreement in principle on the means of resolving
service and economic issues related to detachment and annexation actions so
that the city detaching property would receive payments compensating the lost
property base and the annexing city would receive credit for city services
provided.
NOW THEREFORE BE IT RESOLVED that the Golden Valley City
Council supports ongoing staff negotiations to finalize detachment and
annexation along 1-394 including the MEPC property located at the southwest
intersection of 1-394 and Truck Highway 100.
