HomeMy WebLinkAbout97-143 - ADMIN Resolution - City Council - 1997/11/031 i RESOLUTION NO. 97-143 A RESOLUTION APPROVING AN AMENDMENT TO THE COMPREHENSIVE PLAN 1980 TO THE YEAR 2000 FOR THE CITY OF ST. LOUIS PARK UNDER MINNESOTA STATUTES 462.351 TO 462.364 AMENDMENT TO ADOPTED LAND USE MAP 7100-02 Excelsior Boulevard and 6800 Excelsior Boulevard, 6800 Meadowbrook Boulevard, 6841 Meadowbrook Boulevard and 7000 Meadowbrook Lane (Meadowbrook Manor Apartments) WHEREAS, the Comprehensive Plan 1980-2000 was adopted by the City Council on March 5, 1984 and amended on April 1, 1991, and provides the following. 1. An official statement serving as the basic guide in making land use, transportation and community facilities and service decisions affecting the City. 2. A framework for policies and actions leading to the improvement of the physical, financial, and social environment of the City, thereby providing a good place to live and work and a setting conducive for new development. 3. A promotion of the public interest in establishing a more functional, healthful, interesting, and efficient community by serving the interests of the community at large rather than the interests of individual or special groups within the community if their interests are at variance with the public interest. 4. An effective framework for direction and coordination of activities affecting the development and preservation of the community. 5. Treatment of the entire community as one ecosystem and to inject long range considerations into determinations affecting short-range action, and WHEREAS, the use of such Comprehensive Plan will insure a safer, more pleasant, and more economical environment for residential, commercial, industrial, and public activities and will promote the public health, safety, and general welfare, and WHEREAS, said Plan will prepare the community for anticipated desirable change, thereby bringing about significant savings m both private and public expenditures, and WHEREAS, the Comprehensive Plan has taken due cognizance of the planning activities of adjacent units of government, and WHEREAS, the Comprehensive Plan 1980-2000 is to be periodically reviewed by the Planning Commission of the City of St. Louis Park and amendments made, if justified according to procedures, rules, and laws, and provided such amendments would provide a positive result and are consistent with other provisions in the Comprehensive Plan, and WHEREAS, it came to the attention of staff that the Comprehensive Plan Land Use designation of R50 (50 units per acre) was in conflict with the R4 zoning for the property; and WHEREAS, an R30 (30 units per acre) designation is consistent with the existing zoning and existing development (Meadowbrook Manor); and WHEREAS, the R30 designation is more consistent with Comprehensive Plan policies since it limits non-residential development alternatives for the site while promoting housing development at an appropriate density; and WHEREAS, the previously adoped R50 designation is belived to be an error since it is inconsistent with the existing zoning and adopted Comprehensive Plan policies WHEREAS, the Planning Commission of the City of St. Louis Park held a public hearing on the proposed amendment on October 8, 1997, considered testimony of interested persons and recommended adoption of an amendment to the Comprehensive Plan 1980-2000 Land Use Map, based on statutes, the Metropolitan Regional Blueprint, extensive research and analyses involving the interests of citizens and public agencies; and WHEREAS, the Metropolitan Council upon its review of the amendment has determined that the amendnent has no potential impact upon any of the metropolitan system plans and may be placed into effect immediately; and WHEREAS, a public hearing was held and the City Council duly considered all materials which had been presented through staff reports, and the testimony of interested persons at the public hearing; and WHEREAS, the contents of Community Development Department, Case File No. 97 -19 - CP are entered into the public record of decision on this matter. NOW THEREFORE BE IT RESOLVED by the City Council of St. Louis Park that the Comprehensive Plan 1980-2000 Land Use Map, as previously adopted by the Planning Commission and City Council, is hereby amended as follows: The land use designation shall be amended to read R30 (30 units per acre) instead of R50 (50 units per acre) for properties located at 7100-02 Excelsior Boulevard and 6800 Excelsior Boulevard, 6800 Meadowbrook Boulevard, 6841 Meadowbrook Boulevard and 7000 Meadowbrook Lane (Meadowbrook Manor Apartments) based uponthe following findings: 1. An R30 designation is consistent with the existing zoning and existing development (Meadowbrook Manor); 2. The R30 designation is more consistent with Comprehensive Plan policies since it limits non-residential development alternatives for the site while promoting housing development at an appropriate density; 3. The previously adopted R50 designation is beieved to be an error that would allow certain non-residential uses that are not compatible with the area.
