RESOLUTION GIVING APPROVAL FOR PRELIMINARY PLAT OF
VICTORIA PONDS WITH CERTAIN VARIANCES
TO THE PLATTING REQUIREMENTS
BE IT RESOLVED BY the City Council of St. Louis Park:
Findings
1. SVK Development, Inc. owner and subdivider of the land proposed to be platted
as Victoria Ponds have submitted an application for approval of preliminary plat with variances of
said subdivision in the manner required for platting of land under the St. Louis Park Ordinance
Code, and all proceedings have been duly had thereunder.
2. The proposed plat has been found to be in all respects consistent with the City
Plan and the regulations and requirements of the laws of the State of Minnesota and the
ordinances of the City of St. Louis Park.
3. The proposed plat is situated upon the following described lands in Hennepin
County, Minnesota, to -wit:

Conclusion
1. The proposed preliminary plat of Victoria Ponds (including attached Exhibit B -
Preliminary Plat, Exhibit C - Preliminary Site Plan, Exhibit D - Preliminary Grading Plan and
Exhibit E - Preliminary Utility Plan) is hereby approved and accepted by the City as being in
accord and conformity with all ordinances, City plans and regulations of the City of St. Louis Park
and the laws of the State of Minnesota, subject to the following conditions:
1. Conveyance of Outlot D to the City for inclusion in the regional trail system;
2. Dedication to the City of a 40 feet wide utility easement along the entire length of the
southern property line for maintenance of an existing sanitary sewer line;
3. Dedication of other drainage and utility easements as shown on the proposed
preliminary plat;
4. Approval of variances to the Subdivision Regulations to allow a private street system,
undevelopable outlots, and utility easements as approved in accordance with the
following findings:
a. The proposed project will constitute a desirable and stable community
development; and
b. The proposed project will be in harmony with other areas
5. Compliance with the conditions of approval in the resolution approving a
Conditional Use Permit for the property including required revisions to the plan
exhibits (see attached CUP resolution).
6. . Prior to City Council consideration of the final plat, the City Fire Marshal shall
give his approval to the project which would include, but not be limited to, the
width and configuration of the street design.

EXHIBIT A -- LEGAL DESCRIPTION
That part of the Burlington Northern, Inc. property (formerly
Great Northern Railway Co., Hutchinson Branch) in the
Northeast Quarter of the Southeast Quarter of Section 7 and
the Northwest Quarter of the S'uthwest Quarter of Section 8.
all 1n Township 117 North, Range 21 West of the 5th Principal
Meridian described as follows:
Commencing at the southeast corner of the Northeast Quarter
of the Southeast Quarter of said Section 7; thence on an
assumed bearing of North, along the east line of said
Northeast Quarter of the Southeast Quarter a distance of
190.57 feet to the southerly right-of-way line of the railway
as described in Book 14 of Deeds, page 84, the point of
beginning of the land to be described; thence North 70
degrees 31 minutes 00 seconds East, along said southerly
right-of-way line a distance of 796.91 feet; thence North 21
degrees 47 minutes 01 seconds West a distance of 356.22 feet,
to the intersection with a l:ne 18.00 feet northerly of,
measured et a right angle to and parallel with the southerly
right-of-way line of the railway as described in Book 122 of
Deeds, page 316; thence South 76 degrees 14 minutes 40
seconds West along said parallel line and a line drawn
parallel with and 18.00 feet northerly of the southerly right
of way line of the railway as described in Book 122 of Oeeds,
page 455, a distance of 741.75 feet; thence southwesterly
along a spiral curve of increasing radius, a distance of
199.77 feet, the chord of said curve bears South 76 degrees
04 minutes 16 seconds West; thenpe southwesterly a distance
of 299.70 feet, parallel with said southerly right-of-way
line along a tangential curve concave to the southeast having
a radius of 10,979.88 feet and a central angle of 1 degree 33
minutes 50 seconds, a chord bearing of South 74 degrees 56
minutes 33 seconds West, to the center line of Virginia
Avenue as described in Document No. 2750535; thence South 21
degrees 47 minutes 01 seconds East, along said center line, a
distance of 488.02 feet, to tha southerly right-of-way line
of the railway as described in Bcok 15, of Deeds, page 239;
thence northeasterly, along last,described southerly right-
of-way line, a distance of 237.98 feet, along a non-
tangential curve concave to the southeast having a radius of
1880.08 feet and a central angle of 7 degrees 19 minutes 50
seconds, the chord of said curve bears North 66 degrees 51
minutes 05 seconds East and has a chord length of 237.82
feet; thence North 70 degrees 31 minutes 00 seconds East.
along the last described southerly right-of-way line, a
distance of 196.14 feet to the point of beginning.

That part of Lot 1, Block 1, ASTLEFORD'S COURT, City of
St. Louis Park, Hennepin County. Minnesota. Tying northerly,
northeasterly and easterly of the following described line;
Commencing at the most northerly corner of said Lot I, thence
southwesterly along the northwesterly line of said Lot I. on
an assumed bearing of South 70 degrees 31 minutes 00 seconds
West a distance of 51.29 feet to the point of beginning of
the line to be described; thence South 32 degrees 20 minutes
34 seconds East a distance of 141.70 feet to a point on the
southeasterly line of said Lot 1, said southeasterly line being the
northwesterly line of Rhode Island Avenue and said line there
termininating.
Total Area of Parcel A is 6.631.77 Square Feet.
