A RESOLUTION SUPPORTING
A REGIONAL GROWTH MANAGEMENT STRATEGY
WHEREAS, Metropolitan Council is considering input from interest groups on a regional
growth management strategy to guide development in the Metropolitan region through the year
2040; and
WHEREAS, the regional growth management strategy would be adopted as an
amendment to the Metropolitan Council's "Regional Blueprint"; and
WHEREAS, Adoption of any "Regional Blueprint" policies would affect growth and
development within the City of St. Louis Park; and
WHEREAS, the proposed household forecasts for St. Louis Park are lower than the St.
Louis Park household forecasts that were developed for all three growth options, including
"Current Trends"; and
WHEREAS, proposed expansion of the MUSA would make it more difficult to achieve
higher density infill and redevelopment of "brownfield" sites in areas that are currently within the
MUSA; and
WHEREAS, it is important that any regional growth management strategies are
enforceable; and
WHEREAS, Adoption of growth management policies that extend beyond the existing
seven county metropolitan area would prevent undesirable "leapfrog" development; and
WHEREAS, the Planning Commission considered the regional growth management
strategy (Case No. 96-28-MISC) at its November 20,1996 meeting and voted to support a
reduction in the proposed 2020 MUSA and 2040 Urban Reserve boundaries; an increase in the
household forecast for St. Louis Park in keeping with the "Concentrated Development" option;
and growth management beyond the seven county metropolitan area on a 7-0 vote; and
NOW THEREFORE BE IT RESOLVED, that the City Council adopt this resolution in
support of the following:
1. Increasing the 2010 and 2020 household forecasts for St. Louis Park to at least the "Current
Trends" forecast (22,000 and 22,600 households respectively); and
2. Adopting a policy of holding the current MUSA boundary in place until at least 2010 to
facilitate infill and redevelopment in the interim; and
3. Adopting measures to ensure that the regional growth management policies are enforceable;
and
4 Adopting growth management policies that extend beyond the existing seven county
metropolitan area to prevent undesirable "leapfrog" development.
