RESOLUTION APPROVING THE
FUNDING FOR THE SECOND ROUND OF THE
1996 NEIGHBORHOOD REVITALIZATION
PILOT PROGRAM GRANT APPLICATIONS
AND AUTHORIZING THE MAYOR AND CITY MANAGER TO
EXECUTE GRANT AGREEMENTS WITH THE NEIGHBORHOODS
WHEREAS, for 1996 the City Council appropriated $30,000 in grant funds through the
Neighborhood Revitalization Program for organized neighborhoods to promote and enhance
community building and leadership activities; and
WHEREAS, six applications were received on September 3 that requested funds for
neighborhood activities; and -
WHEREAS, staff reviewed the applications and made funding recommendations to the
Neighborhood Revitalization Commission (NRC); and
WHEREAS, the NRC discussed the applications on October 9 and made funding
recommendations to be considered by the City Council;
NOW, THEREFORE, BE IT RESOLVED that the City Council approves the funding of
the following applications and authorizes the Mayor and City Manager to execute grant
agreements with the following neighborhoods:
Birchwood Neighborhood - $550 to be used for the second annual kids party, subject to the
understanding that the neighborhood would fund future parties through other
resources.
Eliot View- $5,000 to be used for a neighborhood park. Approval is contingent upon the
Park and Recreation Department conducting a mail survey which would need to
demonstrate that a majority of the neighborhood is in support of the project; the
neighborhood providing a monetary and/or sweat equity match; and the Park and
Recreation Department examine the feasibility of fully or partially funding the
project through the Park Improvement Fund rather than with NRC grant funds.
Minikanda Oaks Neighborhood - $2,300 to install planting at the neighborhood entrance.
Approval is contingent upon municipal or county approval (if necessary) to install
the plantings on right of way and that the plantings be coordinated with the plan for
the 1997 Excelsior Boulevard Improvement Project.
Westwood Hills Neighborhood - $5,000 to purchase interactive environmental software and
computers for the Westwood Nature Center.
BE IT FURTHER RESOLVED, that other neighborhood requests for funding which have
been made, but are not listed above, are either not approved or the neighborhood is being
requested to provide additional information pursuant to the recommendations made by the
NRC on October 9, 1996.
