A RESOLUTION WITH FINDINGS
REGARDING THE APPLICATION OF HELEN BROOKS
FOR AN AMENDMENT TO THE ZONING MAP
5101 MINNETONKA BOULEVARD
WHEREAS, on October 9, 1995, Helen Brooks filed an application seeking an
amendment to the St. Louis Park Zoning Map to change the zoning from "C-1", Neighborhood
Commercial District to "C-2" General Commercial District for property located at 5101
Minnetonka Boulevard; and
WHEREAS, on November 1, 1995, the St. Louis Park Planning Commission considered
the request, heard testimony and recommended denial of the request by a vote of 3-2-1; and
WHEREAS, at the request of the applicant, the City Council's public hearing had been
continued from December 4, 1995 until February 5, 1996; and
WHEREAS, on February 5, 1996, the City Council reopened the public hearing, heard
testimony, discussed the requested amendment.
NOW THEREFORE BE IT RESOLVED by the St. Louis Park City Council that the
proposed rezoning is denied based on the following findings:
1. Conditions have not changed since the property was zoned C-1 in 1992.
2. The exiting C-1 zoning is more consistent with the Comprehensive Plan policies.
3. There are sufficient redevelopment opportunities with the current zoning.
4. The proposed zoning would permit intense commercial uses immediately adjacent
to residential uses
5. The proposed rezoning may be a "spot zoning".
