RESOLUTION AUTHORIZING AND SUPPORTING VISION ST. LOUIS PARK
OVERALL PROCESS AND OUTCOMES COMMITTEE
WHEREAS, the City initiated Vision St. Louis Park by forming a management
committee comprised of individuals representing the City, School District, and
Chamber of Commerce; and
WHEREAS, the Management Committee formed a 37 member Vision Steering
Committee representing schools, businesses, government, community
organizations, neighborhoods, residents, churches and synagogues that was
charged with identifying key community issues and a future vision for our
community; and
WHEREAS, a scientific opinion survey and focus groups were conducted by a consultant
to assist in identifying concerns of residents and businesses; and
WHEREAS, the Vision Steering Committee identified eight key issues and Vision
statements for St. Louis Park based on community input; and
WHEREAS, eight (8)Task Forces involving more than 140 people representing schools,
businesses, community organizations, religious institutions, residents, and
government were formed to formulate community strategies and plans for
translating the vision into reality; and
WHEREAS, the eight Task Forces over a period of eight months identified over 300
recommendations for implementing the Vision statement which was summarized
and mailed to every household and business in October, 1995; and
WHEREAS, the City Council, School District, and Chamber of Commerce adopted
resolutions supporting the Vision and committing to help make the Vision a
reality; and
WHEREAS, the Management Committee has identified the next component in the Vision
St. Louis Park process as Community Outcomes; and
WHEREAS, the Management Committee has selected, based on their independence in
the Vision process to date, their demonstrated level of commitment to the
community, and their variety of backgrounds and expertise, the following
community representatives to serve on an Outcomes Committee with the consent
of the City Council, School Board, and Chamber Board: Roger Israel (academic)
Connie Bakken (business), Keith Meland (government), League of Women
Voters President (Barb Person), and Mark Schwartz (schools).
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of St. Louis
Park, Minnesota that
1. The City Council authorizes an advisory Vision St. Louis Park Outcomes
Committee to accomplish the following three -fold mission:
a. Develop performance benchmarks for Vision St. Louis Park for adoption
by the City, School District and Chamber of Commerce;
b. Annually evaluate the Vision implementation efforts of the City, School
District, Chamber of Commerce and other community organizations; and
c. Periodically report community progress in achieving benchmarks.
2. The City Council approves the Outcomes Committee membership as
recommended by the Management Committee.
3. The City Council directs staff to prepare annual reports to the City Council and
Outcomes Committee on the City's implementation of Vision St. Louis Park.
4. The City Council supports the overall Vision St. Louis Park process as
generally described in the attachment and authorizes the Management
Committee to convene various committees as deemed appropriate to ensure the
community's vision, action plans and desired outcomes are achieved.
