RESOLUTION APPROVING THE
FUNDING FOR THE FIRST ROUND OF THE
1996 NEIGHBORHOOD REVITALIZATION
PILOT PROGRAM GRANT APPLICATIONS
AND AUTHORIZING THE MAYOR AND CITY MANAGER TO
EXECUTE GRANT AGREEMENTS WITH THE NEIGHBORHOODS
WHEREAS, the City Council appropriated $30,000 in grant funds through the
Neighborhood Revitalization Program for organized neighborhoods to use to promote
and enhance community building and leadership activities; and
WHEREAS, thirteen applications were received on June 3 from five neighborhoods that
requested funds for neighborhood activities; and
WHEREAS, staff reviewed the applications and made funding recommendations to the
Neighborhood Revitalization Commission (NRC); and
WHEREAS, the NRC discussed the applications on July 2 and made funding
recommendations to be considered by the City Council;
NOW, THEREFORE, BE IT RESOLVED that the City Council approves the funding of
the following applications and authorizes the Mayor and City Manager to execute grant
agreements with the following neighborhoods:
Birchwood Neighborhood - $700 to be used for neighborhood party items.
Fern Hill Neighborhood - $5,000 to be used for park improvements.
Lake Forest Neighborhood - $2,548 to be used for fences, plantings and a post hole
digger.
Birchwood Neighborhood - $2,300 to be used for architectural designs services for a
neighborhood park. Approval is contingent upon the use of the Church land being
dedicated for park use for a specific period of time, a budget and timetable be
submitted, and the schematic design be shared with the City.
Cobblecrest Neighborhood - $300 to be used for an expansion of a neighborhood flower
garden. Approval is contingent upon issues being addressed related to water
supply, the salt tolerance of the plants, and permission being given by Hennepin
County.
Cobblecrest Neighborhood - $400 to provide a stipend to adolescents that direct a
neighborhood play. Approval is contingent upon the neighborhood soliciting
involvement from all children and adolescents in the neighborhood. The stipend
must be in the form of a gift certificate for up to $25 for each adolescent who is
actively involved in directing the play.
Cobblecrest Neighborhood - $3,000 to be used for the development of a neighborhood
trail. Approval is contingent upon a detailed project plan and budget being
submitted, the land would be available through proper easements, and other
necessary funding from the Park Improvement Fund is approved by the City.
Creekside Neighborhood - $400 for a City or garden center gift certificate of up to $25
which new residents in the neighborhood could use to purchase plantings.
Approval is contingent upon the neighborhood agreeing to raise funds for the
continuation of the program in the future.
Creekside Neighborhood - $500 to hire a band for a "National Night Out" party.
Approval is contingent upon the neighborhood providing food and beverages at
the party.
BE IT FURTHER RESOLVED, that other neighborhood requests for funding which have
been made, but are not listed above, are either not approved or the neighborhood is being
requested to provide additional information pursuant to the recommendations made by
the NRC on July 2, 1996.
