CITY OF ST. LOUIS PARK STATEMENT OF POLICY EMBRACING EQUAL
OPPORTUNITY FOR PARTICIPATION IN CITY COMMERCE
WHEREAS, it is in the best overall interest of the City of St. Louis Park, Minnesota, and
the residents thereof, for the City to establish and to implement policies and programs designed to
encourage and foster participation in City commerce by all persons and businesses that desire to
do so; and
WHEREAS, the City regularly enters into construction contracts and procurement
contracts for goods, supplies, materials, and equipment; and
WHEREAS, the City will be enriched by the participation in City commerce of all persons
and businesses that desire to do so, because such participation will permit the City and its
residents to benefit from and to take advantage of the full range of talents, skills, creativity, and
perspectives those persons and businesses possess; and
WHEREAS, facilitating participation in City commerce by all persons and businesses that
desire to do so, including vendors who have been historically underutilized, will open participation
enhanee-eempetition among such persons and businesses, and will encourage them consistently to
offer their best efforts, products, and prices to the City; and
WHEREAS, the participation of a broad base of persons and businesses in City
construction contracts and procurement contracts for goods, supplies, materials, and equipment
will help make the City of St. Louis Park an attractive city in which all persons can live, work and
flourish, and all businesses can locate develop, and grow, each with full opportunities to
participate in City commerce,

NOW, THEREFORE, BE IT RESOLVED BY CITY COUNCIL OF THE CITY OF ST
LOUIS PARK THAT.
1. It is the policy of the City of St. Louis Park to encourage and foster participation in
City commerce by all persons and businesses that desire to do so. The City Manager
shall is- efizedte establish administrative policies and programs designed to
implement this policy and shall include consideration of the following:
A) Consideration of recommendations made by the Historically Underutilized
Business Task Force;
2. In particular, the City's objectives in adopting this Statement of Policy are:
A) to facilitate participation in City construction contracts and procurement
contracts for goods, supplies, materials, and equipment by all persons and
businesses that desire to do so;
B) to promote and encourage full and open competition among all persons and
businesses that do business with the City; and
C) to provide a benefit to City residents resulting from the opportunity to take
advantage of the full range of talents, skills, creativity, and perspectives of
a broad range of persons and businesses.
