DECLARATION OF SUPPORT ENDORSING THE POSITION STATEMENT
PREPARED BY THE TWINWEST CHAMBER OF COMMERCE RELATIVE
TO THE TRAFFIC CONGESTION ON 1-394 AT PENN AVENUE
Whereas, in 1975 legislation was passed that limited the number of travel lanes on 1-
394 as a means of increasing usage of the High Occupancy Vehicle (HOV) lanes,
Whereas, it has been determined that usage of the HOV lanes has exceeded
projections,
Whereas, the total traffic volumes using the east bound and west bound lanes have far
exceeded original traffic count projections, and
Whereas, this increase in usage, combined with the design restrictions at Penn Avenue
have resulted in significant traffic congestion and a reduction in air quality,
NOW, THEREFORE, BE IT RESOLVED that the St. Louis Park City Council supports
the Position Statement of the TwinWest Chamber of Commerce relative to the traffic
congestion on 1-394 at Penn Avenue, and
FURTHERMORE, this City Council strongly urges that the original 1-394 legislation be
amended to allow the Minnesota Department of Transportation (MNDOT) to design and
construct a solution that provides a third traffic lane in each direction and appropriate
noise mitigation measures at the Penn Avenue —1-394 interchange area.
