A RESOLUTION OF FINDINGS REGARDING THE APPLICATION OF
MARK J. GILBERTSON, VALVOLINE RAPID OIL CHANGE, TO AMEND
SECTION 14:5-5.2 OF THE ST. LOUIS PARK ORDINANCE CODE
RELATING TO ZONING TO ADD MOTOR VEHICLE SERVICE REPAIR AS
A PRINCIPAL LAND USE IN THE C-1 DISTRICT
BE IT RESOLVED BY the City Council of St. Louis Park, Minnesota
L On December 7, 1994, Mark J. Gilbertson, Valvoline Rapid Oil Change, filed an
application seeking an amendment to the zoning ordinance to add motor vehicle service
repair as a principal land use in the C-1 District.
2. On January 4, 1995, the Planning Commission reviewed the request and recommended
approval of the amendment on a vote of 6-0.
3. On March 6, 1995, the City Council held a public hearing, received testimony from
the public, discussed the application, closed the public hearing and directed staff to prepare
a resolution of denial
4. Based on the testimony, evidence presented, and files and records, the City
Council makes the following findings:
WHEREAS, the C-1 District is a neighborhood commercial district, the purpose of
which is to provide low intensity service-oriented commercial uses for surrounding
residential neighborhoods restricted to type, size, and intensity to insure and protect
compatibility with adjacent neighborhoods; and
WHEREAS, all of the property in the C-1 District is located adjacent to residential
property; and
WHEREAS, many uses which fall under the category of Motor Vehicle Service and
Repair may cause noise and disturbance to surrounding areas; and
WHEREAS, most parcels within the C-1 District are shallow diminishing the
opportunity to buffer adverse impacts from abutting property; and
WHEREAS, many Motor Vehide Service and Repair Uses use building materials and
signage which are inconsistent with abutting residential uses; and
WHEREAS, the Comprehensive Plan policies specifically state that neighborhood
commercial areas should be supported and preserved to serve residential needs and that
compatibility with residential development should be enhanced.
5. The contents of Planning Case File 94-57-ZA are hereby entered into and made part of
the public hearing record and the record of decision for this case.

CONCLUSION
The applicant's request for an amendment to the Zoning Ordinance to add motor vehicle
service repair as a principal land use in the C-1 District is hereby denied based on the
findings set forth above.
