HomeMy WebLinkAbout94-44 - ADMIN Resolution - City Council - 1994/04/04RESOLUTION NO. 94-44 RESOLUTION ACCEPTING BID AND AUTHORIZING EXECUTION OF A CONTRACT WITH HARDRIVES, INC. FOR THE CONSTRUCTION OF PUBLIC IMPROVEMENTS ALONG EXCELSIOR BOULEVARD, TRUNK HIGHWAY 100, AND PARK CENTER BOULEVARD IN THE VICINITY OF TOWER PLACE UNDER IMPROVEMENT PROJECT NO. 93-23 AND AUTHORIZING AMENDMENTS TO CONSULTANT SERVICES CONTRACTS 3056 AND 3057 FOR PROFESSIONAL SERVICES RELATED THERETO WHEREAS, pursuant to an advertisement for bids for Improvement Project No. 93-23, bids were received, opened, and tabulated by the City Manager on March 29, 1994. Said bids were as follows: Bidder Bid Amount Hardrives, Inc. $ 1,664,986.34* C.S. McCrossan, Inc. 1,703,760.50 Thomas & Sons, Inc. 1,768,578.79* Valley Paving 1,862,225.29 Reported Engineer's Estimate $ 1,244,640.00 Engineer's Estimate for Bidding Purposes $ 1,373,251.05 * Denotes Engineer's correction upon extension WHEREAS, Hardrives, Inc. submitted the lowest bid for the construction of public improvements along Excelsior Boulevard, Trunk Highway 100, and Park Center Boulevard in the vicinity of Tower Place; and WHEREAS, it appears Hardrives, Inc.is the lowest responsible bidder, NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of St. Louis Park, Minnesota that: 1. Hardrives, Inc. is approved as the lowest responsible bidder. 2. The Mayor and City Manager are hereby authorized and directed to enter into a contract in the amount of $1,664,986.34 with Hardrives, Inc. in the name of the City of St. Louis Park, for Improvement Project No. 93- 23 according to the plans and specifications approved by the City Council and on file in the office of the Director of Public Works. 3. City staff is hereby authorized and directed to return all plan holders the deposits made in accordance with the bid documents, except that the deposit of the successful bidder and the next lowest bidder shall be retained until a contract has been executed. The Mayor and City Manager are hereby authorized and directed to enter into amendments to consulting engineering contracts number 3056 with Strgar-Roscoe-Fausch, Inc. and number 3057 with RLK Associates, Ltd. increasing the contract amounts to $58,485.00 and $102,127.00 respectively. 5. Whenever the scope of the contract with Hardrives, Inc. is revised causing issuance of a change order/supplemental agreement which increases the contract amount by $15,000 or more, the City Council shall be so advised.
