A RESOLUTION OF FINDINGS REGARDING THE APPLICATION OF
HELLEN MILLER FOR AN AMENDMENT TO THE COMPREHENSIVE
PLAN 1980 TO THE YEAR 2000 FOR THE CITY OF ST. LOUIS PARK TO
CHANGE THE LAND USE DESIGNATION FROM R7, LOW DENSITY
RESIDENTIAL, TO R30, HIGH DENSITY RESIDENTIAL FOR PROPERTY
LOCATED AT 7342 W. 14TH STREET
BE IT RESOLVED BY the City Council of St. Louis Park, Minnesota
1. On September 6, 1994, Hellen Miller filed an application seeking an amendment to the
Comprehensive Plan 1980 to the Year 2000 to permit a change in the land use designation
from R7, Low Density Residential, to R30, High Density Residential, for property located in
the at 7342 W. 14th Street for the following legal description, to wit:

2. On October 5, 1994 the Planning Commission reviewed the request and recommended
denial of the amendment to the Comprehensive Plan on a vote of 6-0.
3. On November 7, 1994, the City Council held a public hearing, received testimony
from the public, discussed the application, closed the public hearing and authorized
preparation of a resolution of denial on a vote of 7-0
4 Based on the testimony, evidence presented, and files and records, the City Council
makes the following findings.
FINDINGS
A. The Comprehensive Plan designation for the subject property was changed
from High Density Residential to Low Density Residential approximately
three years ago in recognition of existing land use pattern in the immediate
vicinity.
B. The land use adjacent to the site on the east and west and across the street to
the south is single family residential. This area developed as single family
residential in spite of the High Density Residential zoning which existed on
the site from 1959 to 1992.
C. Access to the property is through a single family residential neighborhood.
D. The existing building may continue as a non -conforming land use with six
dwelling units.
E. Granting the proposed amendment is contrary to Housing Goal E. which is to
preserve and enhance the integrity and character of neighborhoods.
F. Granting the proposed amendment is contrary to the following housing
policies in the Comprehensive Plan:
Policy E
To preserve and enhance the integrity and character of neighborhoods.
Policy K
To reduce or eliminate adverse impacts such as pollution, noise, glare, odor,
and activity of incompatible land use on residential development and
neighborhoods.
Policy N
To eliminate potential sources of deteriorating residential neighborhoods.
Policy Q
Requires that higher density multi -family dwellings be located on sites which
take advantage of visual access to open space and proximity to urban
amenities and services.
G. The applicant has failed to demonstrate that the proposed amendment is
warranted under the circumstances.
5. The contents of Planning Case File 94 -43 -CP are hereby entered into and made part of
the public hearing record and the record of decision for this case.
CONCLUSION
The applicant's request for an amendment to the Comprehensive Plan 1980 to the Year 2000
for the City of St. Louis Park is hereby denied based on the findings set forth above.
