HomeMy WebLinkAbout94-162 - ADMIN Resolution - City Council - 1994/11/07r RESOLUTION NO. 94-162 A RESOLUTION APPROVING AN AMENDMENT TO THE COMPREHENSIVE PLAN 1990 TO THE YEAR 2010 FOR THE CITY OF ST. LOUIS PARK UNDER MINNESOTA STATUTES 462.351 TO 462.364 WATER RESOURCES SECTION WHEREAS, the Comprehensive Plan 1990-2010 was adopted by the City Council on March 5, 1984 and amended on April 1, 1991, and provides the following. 1. All official statement serving as the basic guide in making land use, transportation and community facilities and service decisions affecting the City. 2. A framework for policies and actions leading to the improvement of the physical, financial, and social environment of the City, thereby providing a good place to live and work and a setting conducive for new development. 3. A promotion of the public interest in establishing a more functional, healthful, interesting, and efficient community by serving the interests of the community at large rather than the interests of individual or special groups within the community if their interests are at variance with the public interest. 4. An effective framework for direction and coordination of activities affecting the development and preservation of the community. 6. Treatment of the entire community as one ecosystem and to inject long range considerations into determinations affecting short-range action, and WHEREAS, the use of such Comprehensive Plan will insure a safer, more pleasant, and more economical environment for residential, commercial, industrial, and public activities and will promote the public health, safety, and general welfare, and WHEREAS, said Plan will prepare the community for anticipated desirable change, thereby bringing about significant savings in both private and public expenditures, and WHEREAS, the Comprehensive Plan has taken due cognizance of the planning activities of adjacent units of government, and WHEREAS, the Comprehensive Plan 1990-2010 is to be periodically reviewed by the Planning Commission of the City of St. Louis Park and amendments made, if justified according to procedures, rules, and laws, and provided such amendments would provide a positive result and are consistent with other provisions in the Comprehensive Plan, and WHEREAS, the Planning Commission of the City of St. Louis Park approved an amendment to the Comprehensive Plan 1990-2010 on August 3, 1994 based on statutes, the Metropolitan System Statement, extensive research and analyses involving the interests of citizens and public agencies; AND WHEREAS, the City has been informed by the Metropolitan Council of the requirements set forth in the Metropolitan Council's Interim Strategy to Reduce Non:oint Pollution to all Metropolitan Water Bodies, and recognize that the City's land use controls and surface water management plan must include measures to address the requirements of the Interim Strategy, NOW THEREFORE BE IT RESOLVED by the City Council of St. Louis Park that the Comprehensive Plan 1990-2010, as previously approved by the Planning Commission and City Council, is hereby amended as follows: The Water Resources section is amended by adding the following section: The City of St. Louis Park will apply National Urban Runoff Program (NURP) standards or their equivalent for the design of new storm water ponds and the Minnesota Pollution Control Agency's best management practices titled Protecting Water Quality in Urban Areas or their equivalent to the review of any proposed development occurring in St. Louis Park to reduce nonpoint source of pollution loadings in storm water runoff. The City will incorporate these standards and requirements in its surface water management plan and land use controls to implement this policy.
