RESOLUTION NUMBER 94-155
RESOLUTION ENACTING A MORATORIUM
ON REQUESTS FOR THE REMOVAL OF DEER
FROM PRIVATE PROPERTY
WHEREAS, on February 22, 1994 the St. Louis Park City Council adopted Resolution 94-22 establishing a
Deer Management Policy in St Louis Park and authorizing implementation of a Deer Management Program,
WHEREAS, the stated objectives of that Policy and Program have been clearly and thoroughly identified and
recorded in the official City records,
WHEREAS, Section 1 and Section 2 of the adopted Deer Management Program addresses issued related to the
deer herd in and around the Westwood Hills Nature Center while Section 3 addresses deer management issues in
other locations throughout the community,
WHEREAS, Article C of Section 3 states, "On private properties throughout the community, the City will make
arrangements at the property owner's expense to implement the same population reduction and maintenance
methods as described above to achieve population levels not less than the DNR recommendation of 15-25 per
square mile, contingent upon adequate notification procedures and Council approval",
WHEREAS, issues pertaining to public health, safety and welfare require that deer removal methods originally
recommended for use on private properties require further study and consideration,
NOW, THEREFORE BE IT RESOLVED that the City Council of St. Louis Park does hereby enact a
moratorium on the removal of deer from private properties within the City limits,
BE IT FURTHER RESOLVED that staff be directed to further explore deer management techniques used by
other municipalities on private properties,
BE IT FURTHER RESOLVED that this moratorium shall remain in force until such time as the City Council of
St. Louis Park shall determine it to be in the public interest to take official action to lift the moratorium.
