RESOLUTION STATING THE POSITION OF THE CITY OF ST. LOUIS PARK ON THE
PROPOSED HENNEPIN COUNTY GROUND WATER PLAN
WHEREAS, pursuant to Minnesota Statutes, the Hennepin County Board has
delegated its authority to prepare a County Ground Water Plan to the Hennepin
Conservation District, and
WHEREAS, the Hennepin Conservation District has prepared a proposed Hennepin
County Ground Water Plan, and
WHEREAS, the Hennepin County Board has scheduled a public hearing for February
4, 1993 to receive comments on the proposed Hennepin County Ground Water Plan, and
WHEREAS, the City Council of St. Louis Park desires to convey its position on this
matter to the County Board,
THEREFORE, BE IT RESOLVED
1) The City of St. Louis Park is opposed to the adoption of the proposed
Hennepin County Ground Water Plan for the following reasons.
a) The plan has cost implications which are unknown at this time but
which the City believes to be significant. The City believes that it is
inappropriate for the County to impose an added financial burden on
the City without providing the means to fund the required programs
b) A number of questions have been raised concerning the technical and
scientific bases of the Plan which leads the City to question the validity
of certain management activities which will be required.
c) A question exists about the ability of a Joint Powers Organization to
accomplish the things which are to be required of it. Further, we do
not believe the Hennepin Conservation District should be a member of
any policy-making board.
d) Conflicts between the County Plan and the proposed well head
protection program which is to be conducted by the Minnesota
Department of Health may exist.
e) Creation of another organizational entity will further fragment the
process of protecting water resources in the State.
f) The proposed modifications to the Plan resulting from the January 19,
1993 meeting and significant departures from the draft plan causes
concern that other portions of the Plan are equally unclear or
confusing.
g) The City believes that ground water is one of our most valuable
resources and that the management and use of it must be handled at a
higher level than the City or County.
