HomeMy WebLinkAbout93-37 - ADMIN Resolution - City Council - 1993/04/19r f RESOLUTION NO. 93-37 RESOLUTION REGARDING PERSONNEL ACTIONS RELATIVE TO FIRE DEPARTMENT MANAGEMENT STUDY WHEREAS, analysis and discussion of reorganizing the structure of the Fire Department was recommended to the City Manager in April 1992; WHEREAS, the 1993 General Services budget includes $30,000 for an organizational study; WHEREAS, in September 1992, the City Manager directed the Fire Chief to prepare a proposal to the City Council recommending a management study Of the Fire Department. WHEREAS, the City Council directed staff to prepare a draft request for proposal and scope of services for a Fire Department Management Study at its December 14, 1992 Study Session; WHEREAS, subsequent to the December 14, 1992 City Council Study Session, a staff advisory group consisting of two Fire Department union employees, the Fire Chief, Interim City Manager, Director of Parks and Recreation, and Public Works Administrative Assistant met several times to develop a draft request for proposal (including a scope of services) for said Fire Department Management Study; WHEREAS, a final request for proposal (including a scope of services) for said Fire Department Management Study was_ . recommended by the advisory group and approved by the City Council at its March 1, 1993 meeting; WHEREAS, the Interim City Manager was authorized to receive proposals for said Fire Department Management Study by the City Council at its March 1, 1993 meeting; WHEREAS, said staff advisory group has reviewed eight proposals and unanimously identified three consulting firms as finalists to recommend to the City Council to conduct said Fire Department Management Study; WHEREAS, the City Council has reviewed and selected a consulting firm from among the three finalists identified by the staff advisory group; WHEREAS, consistent with his authority under the City Charter to exercise control over the administration of all Departments and Divisions within the City, the City Manager determined not to make any staffing changes in the Fire Department pending the results of the organizational study; WHEREAS, the City Council reaffirms the City Manager's authority under the City Charter to determine not to make staffing changes in the Fire Department pending results of an organizational study; FROM PuJPHRM HNLK MVLS •.+ Y. 1 • 93-37 WHEREAS, the City Council supports the City Manager's administrative decision to freeze staffing changes pending the outcome of the Fire Department organizational study; NOW THEREFORE BE IT RESOLVED THAT: There shall be no staffing changes in the St. Louis Park Fire Department until completion of said Fire Department Management Study.
